6 Joint Meeting on Transport and the Environment

The Joint Meeting on Transport and the Environment at its 4th session is expected to agree upon the steps to be taken to implement the decisions of the High Level Meeting on Transport, Environment and Health (4 May 2001), related to the rationalization and streamlining of the Vienna and London processes and to the further preparation of the proposal on a framework convention. It will also review the progress in implementing the national and international activities in the Programme of Joint Action and look into the priority setting for international activities in POJA.

Annual plenary session of the Conference of European Statisticians, a principal subsidiary body of the UNECE and the UN Statistical Commission. The membership consists of heads of national statistical offices of the UNECE member countries, with regular attendance of representatives of the OECD countries that are not members of UNECE. The main issues to be discussed at this year’s plenary session are the coordination of the multilateral statistical work programmes undertaken in the UNECE region with particular focus on the following three topics: (i) Internet and the dissemination of statistics; (ii) new manuals in the field of economic statistics; and (iii) measuring the new economy and adapting to it. A one-day seminar on small area statistics and statistics for small countries will also be included in this year’s plenary session.

This workshop is being jointly organized with the International Trade Centre (ITC) in parallel with the last day of the UNECE Forum on e-Services for Trade, Investment and Enterprise. International experts will propose strategies, case studies and advice on all facets related to the marketing and exporting of services. EMEP Workshop on Photooxidants, Particles, and Haze across the Arctic and North Atlantic: Transport Observations and Models

The workshop, hosted by the US Environment Protection Agency, will bring together international experts from the global and regional atmospheric chemistry communities to assess the current state of knowledge, identify research needs, and improve coordination of research efforts with regard to a series of specific scientific questions of interest to the international environmental policy and research communities: Does the current state of knowledge about the transport of photooxidants and fine particles allow the calculation of source-receptor relationships between anthropogenic emissions in North America and Europe and concentrations and visibility impacts in North America, Europe, and the Arctic? What are the key uncertainties in these source-receptor relationships? What research activities could help reduce these uncertainties?

The Working Party will review the status of the 14 United Nations Conventions in the field of border crossing facilitation, which are administered by the Working Party. In particular, the Working Party will consider the progress made in the completion of a new annex to the International Convention on the Harmonization of Frontier Controls of Goods and progress in the current revision of the TIR Convention as well as a large number of issues relating to the application of the TIR Customs transit procedure.

21 Ad Hoc Expert Group on the Computerization of the TIR Procedure, 2nd session

The expert group will especially focus on the objectives of the computerization process, the elements to be addressed at the international level in relation to the computerization, repercussions of the computerization process on existing legal provisions and administrative procedures, the role of the various actors in the TIR procedure in the computerization process and technical aspects to be considered as a result of the computerization process. A possible follow-up of the meeting could be to convene a meeting of the TIR Contact Group in order to provide a platform for all concerned parties to address the issue.

The ECE Task Force on Environmental Compliance and Enforcement is mandated to work on the development of guidelines for environmental compliance and enforcement in association with preparatory work for the fifth Ministerial Conference "Environment for Europe" in Kiev. At its first meeting the Task Force will discuss the possible scope and content of the guidelines and will decide on its programme of work for the next two years.

Seventy-sixth session of the Committee which co-ordinates the work of the World Forum for Harmonization of Vehicle Regulations (WP.29). Its recommendations will be submitted to WP.29 for consideration at its 124th session (see below).
26-29 World Forum for Harmonization of Vehicle Regulations (WP.29)

At its 124th session WP.29 shall consider subjects related to the 1958 Agreement (amendments to 23 existing UNECE Regulations and 3 new draft Regulations) and priorities for global technical regulations to be established under the 1998 Agreement. Besides, WP.29 will review reports of its six subsidiary bodies and check the progress on projects related to road vehicle safety, protection of the environment and conservation of energy.
