Rules of Procedure of the Meeting of the Parties to the Convention Environmental Impact Assessment in a Transboundary Context

The Convention on Environmental Impact Assessment in a Transboundary Context, drawn up under the auspices of the United Nations Economic Commission for Europe, was adopted at Espoo (Finland) in 1991. It entered into force in 1997 and by mid-2018 had 45 Parties: 44 countries and the European Union as a regional organization.
In 2003 the Convention was supplemented by the Protocol on Strategic Environmental Assessment that entered into force in 2010. By mid-2018, the Protocol had 32 Parties, including the European Union.
This publication contains the Rules of Procedure of the Meeting of the Parties to the Convention as adopted by the Meeting of the Parties at its first session (Oslo, 18-20 May 1998) and further amended by decision V/1 adopted by the Meeting of the Parties to the Convention at its fifth session (20-23 June 2011) and decision I/1 adopted by the Meeting of the Parties to the Convention serving as the Meeting of the Parties to the Protocol on Strategic Environmental Assessment (Meeting of the Parties to the Protocol) at its first session (Geneva 20-23 June 2011).
According to article 14, paragraph 5, of the Protocol, the Rules of Procedure of the Meeting of the Parties to the Convention shall be applied mutatis mutandis under the Protocol, except as may otherwise be decided by consensus by the Meeting of the Parties to the Convention serving as the Meeting of the Parties to the Protocol. By decision I/1 the Meeting of the Parties to the Protocol agreed that when the Rules of Procedure of the Meeting of the Parties to the Convention are amended by the Meeting of the Parties to the Convention, those amendments shall apply mutatis mutandis to the Meeting of the Parties to the Convention serving as the Meeting of the Parties to the Protocol, unless otherwise decided by the Meeting of the Parties to the Convention serving as the Meeting of the Parties to the Protocol (ECE/MP.EIA/SEA/2).
