Distribution of new TIR Carnets by the IRU as of 13 May 2002

Following entry into force of Phase II of the TIR revision process on 12 May 2002, the IRU has started distribution of a new version of the TIR Carnet, which incorporates the new terminology introduced into the TIR Convention.
As a result, inscriptions in the following items/boxes in the TIR Carnet have been modified:
Box 6 on page 1 of the cover: the words "Country of departure" have been replaced by the words "Country/countries of departure" (English and Russian only)
Box 5 on all vouchers: the words "Country of departure" have been replaced by the words "Country/countries of departure" (English and Russian only).
Box 24 on voucher No.2: the words "Certificate of discharge" have been replaced by the words "Certificate of termination of the TIR operation".
Box 26 on voucher No.2: the words "Number of packages discharged" have been replaced by the words "Number of packages for which the termination of the TIR operation is certified".
Item 3 on the counterfoil No. 2: the words "Discharged .... packages or articles (as specified in the manifest)" have been replaced by the words "Number of packages for which the termination of the TIR operation is certified (as specified in the manifest)".
No. 2 of the Rules regarding the use of the TIR Carnet: the words "TIR operations" have been replaced by the words "TIR transports".
No. 3 of the Rules regarding the use of the TIR Carnet: the words "TIR operation" have been replaced by "TIR transport".
As stock of the existing TIR Carnets has deliberately been kept low by the IRU, the new TIR Carnets may be presented to Customs authorities shortly.
Customs authorities may wish to inform all Customs officers dealing with the TIR procedure accordingly.
Please note that the abovementioned changes are of a terminological nature and that they do not affect the function of the boxes concerned.
With the introduction of this new version of the TIR Carnet, the following TIR Carnets will be (theoretically) in circulation:
"Red" TIR Carnets with a number below 25,000,000; already as of 1 June 2001 IRU has instructed all issuing associations to stop the issuance of these TIR Carnets, which only contain numeric numbers, i.e. TIR Carnets with numbers below 25,000,000. In principle this version of the TIR Carnet does not circulate anymore. However, it remains fully valid if presented in due form to Customs authorities;
"Red" TIR Carnets with a number between 25,000,000 and 35,000,000; at present all TIR Carnets distributed by IRU contain an alpha-numeric code, i.e. a code consisting of both letters and numbers. TIR Carnets issued with numbers between 25,000,000 and 35,000,000 containing an alpha-numeric code are expected to remain in circulation for some time. Thus, this TIR Carnet version is still fully valid if presented in due form to Customs authorities;
"Blue" TIR Carnets (first generation) with a number between 35,000,000 and 36,000,000; this TIR Carnet with a modified lay-out, which has been presented to Customs authorities since December 2001 also contains a number of additional security features. This TIR Carnet version remains fully valid if presented in due form to Customs authorities;
"Blue" TIR Carnets (second generation) with numbers from 36,000,000 onwards; this TIR Carnet is issued by the IRU since 13 May 2002 and will reach Customs authorities shortly. It contains the newly introduced terminology.
