Concept Note

The Paris Agreement has set ambitious targets to limit global warming to well below 2, preferably to 1.5 degrees Celsius, compared to pre-industrial levels. To achieve this long-term temperature goal, countries aim to reach global peaking of greenhouse gas (GHG) emissions as soon as possible to achieve a climate neutral world by mid-century. The transport sector is a major contributor to global GHG emissions and road transport has the vast majority of the overall transport sector emissions.

To be able to have comprehensive, comparable and consistent values for the carbon footprint over the whole life of vehicles put on the market across the globe, from material extraction, manufacturing, to use and dismantling / recycling at the end of its life, it is desirable to define and develop an internationally unified method for carbon life cycle analysis (LCA). Japan and Korea propose that such activity be initiated in the Working Party on Pollution and Energy (WP.29/GRPE) as the most appropriate place of international meetings for discussing LCA on automobiles (GRPE-84-05-Rev.1). Indeed, GRPE is a renown and well established group with the expertise and know-how to develop provision applicable to the automotive industry with respect to wheeled vehicles, in a neutral and harmonized way. Global collaboration would be paramount to develop such activity using broad knowledge from the existing GRPE stakeholders.

This workshop aims to assemble experts from and outside of GRPE to exchange information on the latest activities with respect to LCA/carbon footprint of vehicles to potentially include it as a priority topic for GRPE in the year(s) to come.
