The guidelines contain the principles and key elements for the safe transport of hazardous substances by pipeline, whether transboundary or not. The guidelines and practices are designed to prevent incidents and to limit accidental consequences for human health and the environment.
The guidelines were endorsed by the Conference of the Parties at its 4th meeting (Rome, 15-17 November 2006) and by the Meeting of the Parties to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes at its 4th meeting (Bonn, 20-22 November 2006).
