The Special Envoy's meetings in southeast Asia - Philippines

On 15 February, the Special Envoy met with key stakeholders during his visit to Manila, Philippines, where he provided an overview of this mandate as Special Envoy, learned more about road safety challenges in country, and offered recommendations and support. Meetings were held with representatives of the United Nations Country team as well as representatives from the Manila Development Authority (MMDA), Ministry of Transport, and the Philippine National Police. Meeting with the United Nations Country Team Participants included Ola Almgren, Resident and Humanitarian Coordinator and UNDP Resident Representative; Dr. Benjamin Lane, Team Lead, Health System Rebuild and Strengthen (WHO); Lotta Sylwander, UNICEF Representative; and Dr. Jojo Go, Technical Officer, Non-Communicable Diseases (WHO).
While in Manila, Mr. Todt also had the following meetings:
Meeting with the Metropolitan Manila Development Authority (MMDA) team
Chairman, Dr. Emerson Carlos joined MMDA’s Board of Directors for the meeting with the Special Envoy. The team highlighted the existing governance challenges, as the legal and operational responsibility for ensuring safe transportation for all was shared by several governmental entities, which led to many areas of overlap and difficulty in coordination.
Meeting with Dante Lantin, Assistant Secretary to the Minister of Transport and Global Road Safety Partnership representatives
Dante Lantin presented the Ministry of Transportation’s efforts to improve data collection but also emphasized, as the MMDA had, the multi-layered nature of governance on road safety in the Philippines. Dave Elseroad and Taifur Rahman of the Global Road Safety Partnership provided an overview of Bloomberg Philanthropies initiatives in the Philippines within the framework of the RS.10 post-2015 project1.
Meeting with Jonathan Miano, Director for Operations of the Philippines National Police (PNP)
Jean Todt met with Jonathan Miano, Director for Operations of the Philippines National Police (PNP), who chaired a meeting attended by key officials from all operative branches (traffic enforcement, police on motorbikes, etc.). Ms. Christine Carole, first Counsellor of the French Embassy in the Philippines, was also in attendance.
