Partnerships

Partnerships is a critical component of implementation of the 2030 Agenda, in particular to mobilize  the means needed to implement the Agenda and achieving the Sustainable Development Goals (SDGs).
 
In providing technical cooperation services, UNECE strives to enhance cooperation with other international organisations and institutions both within and outside the UN system, as well as sub-regional organisations and initiatives, the business and academic communities and non-governmental organisations. UNECE's cooperation with other partners ranges from joint projects to information and expertise exchange. 
 
UNECE carries out this cooperation taking into account the following main principles: (i) to build on the results of the work carried out by other relevant actors operating in the UNECE region; (ii) to minimize  ineffective allocation of resources; (iii) to promote, whenever appropriate, a more rational division of responsibilities; and (iv) to promote the involvement of those actors who would like to bring their expertise or complementary approach in support of UNECE's activities in the area of technical assistance. 
 
 
United Nations System
UNECE has established cooperation with organizations involved in technical cooperation activities in the UNECE region. This includes the UN Development Programme (UNDP), UN Environment, and the Food and Agricultural Organization (FAO), amongst many others. 
UNECE cooperates closely with other Regional Commissions to maximise the impact of activities beyond one region. The UN Special Programme for the Economies of Central Asia (SPECA)  is one of the examples of joint efforts, undertaken by UNECE in cooperation with the UN Economic Commission for Asia and Pacific (ESCAP). 
 
Delivering as One
The High-level Panel on United Nations System-wide Coherence in the areas of development, humanitarian assistance and the environment submitted its report, Delivering as One (A/61/583), which recommended to overcome the fragmentation of the United Nations system and bring together the system’s numerous assets to deliver as one at all levels in the pursuit of one set of goals. 
In 2008, the General Assembly adopted the resolution on system-wide coherence (A/RES/62/277) that has demonstrated the broad support of the UN membership to the process and decided that “the continuing and deepening intergovernmental work of the General Assembly on system-wide coherence will focus exclusively and in an integrated manner on ‘Delivering as One’ at country and regional levels.”
The Quadrennial Comprehensive Policy Review (QCPR) of operational activities for development of the UN system (A/RES/67/226) adopted by the General Assembly in January 2013 highlighted the importance of strengthening system-wide coherence for improving the relevance, efficiency and effectiveness of the United Nations development system. The subsequent resolution A/RES/71/243 called upon the UN development system to continue to support countries, upon their requests, in the implementation, follow-up and review of 2030 Agenda for Sustainable Development.
In this resolution, UN Member States called upon entities of the UN development system to fully implement the statement of collaboration between the UN Development Group and the UN Regional Commissions to support Member States in the implementation of the 2030 Agenda for Sustainable Development. Member States urged the Regional Commissions and other UN organizations to intensify their support of country-level initiatives, in alignment with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and in close coordination with the UN Resident Coordinators and Country Teams.  UNECE works directly at the national level with other UN partners as part of UN Sustainable Development Development Frameworks (UNSDCFs), and is a signatory to all 17 UNSDCFs in the region. 
The resolution also reaffirmed the importance of North-South, South-South and triangular cooperation and called upon the organizations of the United Nations system to establish and/or improve mechanisms to promote knowledge-sharing on successful development experiences and best practices through South-South cooperation.

Regional and Sub-regional Partners

Key regional partners include the European Commission, Organization for Security and Cooperation in Europe (OSCE), the World Bank, European Bank for Reconstruction and Development (EBRD), the Asian Development Bank (ADB), as well the business and academic communities and non-governmental organisations.  
With a view to increasing the effectiveness of its technical cooperation services, UNECE has developed an active partnership with sub-regional initiatives, such as the Organisation of the Black Sea Economic Cooperation, SECI/Stability Pact for South Eastern Europe, Eurasian Economic Community, and the Commonwealth of Independent States. 

 

Business Sector

In developing its cooperation with other partners, UNECE gives particular attention to strengthening relationships with the private sector for broadening funding opportunities and promoting the involvement of external expertise. Since the early 1990s, UNECE has enjoyed support of the private sector for its technical cooperation activities. UNECE has been working with ICT corporations on developing international norms and standards for e-business and e-commerce. A group of other companies, including Microsoft, have been actively providing technical assistance to countries in transition in developing their national intellectual property rights enforcement mechanisms.
