This in-depth review explores the state of development of data ethics, what it encompasses and what should be the way forward. The paper provides the definition of data ethics, summarises the state of practice and development of data ethics in a number of countries and statistical professional organisations, explores the related issues and challenges, and presents conclusions and recommendations. The last section summarizes the discussion by the Bureau of the Conference of European Statisticians at its meeting in October 2022.
