Eleventh meeting of the Conference of the Parties

7 - 9 December 2020

Geneva and online

Owing to the extraordinary circumstance of the COVID-19 pandemic, the eleventh meeting of the Conference of the Parties (CoP-11) will be organized as a hybrid meeting (i.e. with online and in-person participation) on 7–9 December 2020, limited to three morning sessions — each one beginning at 10 a.m. and ending at noon. Delegations are encouraged to consult the overview of dates and deadlines (ENG) (RUS), which includes important information leading up to the meeting, and the guidance form for submitting their credentials (ENG) (RUS). Due to the limited time available, the CoP-11 will be preceded by two accompanying events:

1. Seminar on mine tailings safety (Online, 1 Dec 2020)

Due to the limited time available for the CoP-11, the seminar on mine tailings safety could no longer be organized as part of the CoP-11. The seminar will be held as a separate online event of maximum three hours on 1 December 2020. In view of the envisaged adoption of the draft decision on strengthening mine tailings safety in the UNECE region and beyond (ECE/CP.TEIA/2020/3) at the CoP-11, the Bureau encouraged Parties and non-Parties to attend the online seminar. 2. CoP-11 advance information session (Online, 30 Oct 2020)

The objective of the advance information session is to brief Parties about the conduct of the CoP-11 and to provide an opportunity to clarify any questions related to the meeting organization, including on substantive matters. The information session is planned for 30 October 2020 as an online event of up to 3 hours. Further information will become available here

!!! Important information on COVID-19 measures for meetings at the Palais des Nations

•    All meeting participants (even those who hold UNOG ground entry passes) must register to this event via Indico.UN, including providing a contact phone number:  https://indico.un.org/event/32046/
•    Any person who has flu- or cold-like symptoms or is awaiting a COVID-19 PCR test result must not come to the UN premises.
•    All persons physically present inside and around conference rooms must wear a face covering mask. Masks are also required in catering and retail outlets on the premises, and are strongly encouraged in other communal areas.
•    Important hygiene measures such as regular hand washing, cough/sneeze etiquette and keeping safe distances must be respected.

Participation: Travel restrictions and quarantine rules

Due to the ongoing COVID-19 pandemic, travel restrictions are in place worldwide.

• Participants from several countries outside the Schengen area are not allowed to enter the Swiss Confederation territory – please check this website for update: https://www.admin.ch/opc/en/classified-compilation/20201773/index.html#app1.

• For participants from several countries from the Schengen area, different restrictions and quarantine rules are also in place and are changing – please check this website for update: https://www.bag.admin.ch/bag/en/home/krankheiten/ausbrueche-epidemien-pandemien/aktuelle-ausbrueche-epidemien/novel-cov/empfehlungen-fuer-reisende/quarantaene-einreisende.html#1918240392.

Requirements for participants attending in person

Please check all requirements regarding medical and other relevant insurance prior to the travel. Please be informed that any medical, quarantine or other possible expenses will be borne by your Organisation and/or insurance, as the United Nations do not take any responsibility for possible consequences of the present COVID-19 situation.

Delegations are invited to apply the following guidelines:

For Parties and other Member States

• If there are no travel restrictions between your country and Switzerland, arrange the travel and attend the meeting in person, if your authority authorizes such and unless health-related reasons prevent travel and participation.

• If there are travel restrictions, ensure participation of the representatives of the Permanent Missions to the United Nations Office at Geneva (see the Missions’ contacts: https://www.ungeneva.org/en/blue-book/missions/member-states). In this case, coordinate your country’s presence with the Mission. In this regard, note that one of the key Permanent Missions’ role is to e.g. represent Member States at UN meetings when delegates are not able to travel to Geneva. Nominated representatives of the Parties, incl. national focal points, are requested to connect to the meeting virtually.   • Delegations are requested to coordinate their presence, statements and submissions.
  • Delegations are requested to nominated one Head of Delegation, clearly indicated in the Indigo registration form.
  • In-person participation is limited to 1 person per UNECE member State, as the allocated room Tempus 2 can only accommodate  up to 59 participants.

• Observers are invited to participate in the meeting remotely.
