Twenty-third meeting of the Working Group of the Parties to the Aarhus Convention

26 - 28 June 2019

Salle VII, Palais des Nations, Geneva, Switzerland

The twenty-third meeting of the Working Group of the Parties to the Aarhus Convention will be held on 26-28 June 2019 in Geneva (Palais des Nations, Salle VII). The Working Group is expected to review the progress in implementing the current work programme and discuss a number of items, including, progress achieved in promoting access to information, public participation and access to justice, and in ratification of the Convention's amendment on genetically modified organisms; financial matters; and promotion of the Convention and relevant developments and interlinkages. Two thematic sessions, on public participation in decision-making and on promoting the application of the principles of the Convention in international forums, will be held during the meeting. 
 
Thematic session on public participation in decision-making

A thematic session on public participation in decision-making will be organized in the format of an interactive panel discussion followed by a general discussion on several topics, including:

a) identification and notification of the public concerned, including vulnerable and marginalized groups;
b) early public participation;
c) the taking of due account of the outcome of public participation;
d) innovative practices that facilitate more effective public participation;
e) the role of private actors and project developers in carrying out public participation procedures;
f) public participation in decision-making related to changes to or extensions of existing activities;
g) public participation in a transboundary context; and
h) protection of persons exercising their rights in conformity with the provisions of the Convention.

It is expected that the examples discussed will illustrate public participation in decision-making in different sectors. The detailed programme for the thematic session will be made available on the meeting web page in due course. 
 
Thematic session on the promotion of the principles of the Convention in international forums

The meeting will feature a thematic session on promoting the application of the principles of the Convention in international forums. The session will focus primarily on the promotion of the principles of the Convention in the policies of international financial institutions and also on cross-cutting issues, such innovative practices, different modalities for engaging stakeholders, self-organization of stakeholders, hosting an international event and identification of the public.
Additional topics will include: a relevant update on the processes under the United Nations Framework Convention on Climate Change; the policy on stakeholder engagement of the United Nations Environment Assembly of the United Nations Environment Programme; and the high-level political forum on sustainable development and Sustainable Development Goal-related processes. Registration and Visa

All participants are requested to register online as soon as possible.

Deadline for registration with financial support: 10 May 2019
Deadline for registration without financial support: 1 June 2019

Please ensure while registering online that you provide us with your contacts (e.g. post address, phone number, email address) which can be made publicly available through the list of participants.

Participants requiring a personal invitation letter for visa purposes should click on the “visa required” option and register for the meeting as early as possible, taking into account the period required to obtain the visa.

 

 

Financial support

Limited funds are available to support delegates from countries with economies in transition, eligible for financial support, NGOs and invited speakers.

Participants who are applying for financial support should register as soon as possible, but before 10 May 2019 through the following link: https://uncdb.unece.org/app/ext/meeting-registration?id=DVrQ8y

Representatives of Governments should submit the completed financial support form to the secretariat by e-mail (public.participation@un.org), indicating in the subject line “Country name/organization – WGP-23 financial support request” before the same date – 10 May 2019.

Kindly note that financial support request would be considered only after submission of duly filled in financial support request form and online registration through the link mentioned above.

NGO and other participants are not required to submit the financial support request form. Kindly indicate in the comments box: “financial support requested” and briefly describe your expertise relevant to the subjects to be considered by the Working Group, while registering online before the same date – 10 May 2019.

Participants who are not applying for financial support are requested to register online before 1 June 2019.

Practical information

Wireless internet is available in all meeting rooms. Kindly note that electrical power plugs and sockets are unique to Switzerland within the UNECE region (type J, three-pin, 230 V, 50 Hz), and respectively require an adaptor, though slim two-pin plugs (type C) will fit.
