Subject: Comments/proposals to Draft Specifications for the application of UNFC to Bioenergy Resources from Galyna Trypolska,  Institute for Economics and Forecasting, UNAS, Kyiv, Ukraine

p.7, section 8. The list of factors might include time and georgaphical boundaris, e.g. a country (important when biomass is used at much faster rate than it can be replenished. Or this might be the case when biomass is used unsustainably within one country, and then biomass feedstock is purchased from neighbouring countries).

p.9, section 18, List B, (g) +black liquor.

p.17., section 60. Bioenergy Specification considers 5 years as Foreseeable Future. Different countries have various terms for permitting procedures, in some cases it takes longer than 5 years (e.g. Spain, where permitting procedures for contruction take more than 5 years, or Ukraine, where payback period for biomass projects is usually more than 7 years, which strongly affects plans for further project development).

p.27, section 81. The mentioned classification would signficantly benefit, if authors could add approximate project sizes/capacities/output for each stage or project scale at least for major biomass technologies.
