Measurement of labour cost

Review paper by OECD

In-depth review on measurement of labour cost
The Bureau reviewed measurement of labour cost in October 2008, and concluded that the paper raises a number of the interesting issues for further work for consideration by ILO and OECD who actively work in the area.
Outcome of the review
No activities were launched under the Conference. The CES Bureau follows up on the activities undertaken at other fora.
Related initiatives
Many concerns highlighted in the paper were addressed by the revised recommendations on the Measurement of working time, endorsed by the 18th International Conference of Labour Statisticians (ICLS).

OECD carried out several projects addressing similar issues: standardization of average annual hours worked, publishing unit labour cost indicators and studying the methods and procedures used for integration of labour input measures in the national accounts.
