Third cycle review and appraisal of Madrid International Plan of Action on Ageing to conclude with High-Level Panel in New York

A High-Level Panel on the 3rd review and appraisal of the Madrid International Plan of Action on Ageing (MIPAA) will conclude the global review of MIPAA at the 56th session of the Commission for Social Development (CSocD56) and highlight how the Madrid Plan of Action can contribute to the implementation of Sustainable Development Goals at the national, regional and international levels.
High-level panellists will convene on Wednesday, 31 January, to gauge the status of plans and actions for improving the situation of older people worldwide with illustrations of best practice policy in each of the United Nations regions. José António Vieira da Silva, Minister of Labour, Solidarity, and Social Security of Portugal will speak on behalf of the UNECE region and will share the outcomes of the regional periodic review and of the 4th Ministerial Conference on Ageing held in Lisbon, Portugal, last year.
Forty-seven UNECE member States reviewed their progress in the implementation of MIPAA and its Regional Implementation Strategy between 2012 and 2017. The findings of the regional review – including national reports - and outcomes of the 4th Ministerial Conference on Ageing that took place in Lisbon on 20-22 September 2017 have been published in the Conference Proceedings, including the Lisbon Ministerial Declaration that sets the policy agenda for the 4th MIPAA/RIS implementation cycle in the UNECE region. Progress in the UNECE region is placed in international comparison in the Secretary-General Report on the Third review and appraisal of the Madrid International Plan of Action on Ageing, 2002.
“MIPAA meets SDG1 – Responses to Old-Age Poverty in the UNECE region”
The priority theme of the 56th Session of the Commission of Social Development that takes place at the United Nations Headquarters in New York from 29 January to 7 February 2018 is “Strategies for eradicating poverty to achieve sustainable development for all”. Responding to this theme, the UNECE side event “MIPAA meets SDG1: responses to old-age poverty in the UNECE region” will explore old-age poverty in the UNECE region. Representatives from Austria, France and Norway will share inclusive policies reducing the risk of old-age poverty and promoting active ageing. The important role of civil society in addressing old-age poverty in the region will be illustrated.
In global comparison, older persons in the UNECE region fare quite well, but poverty does affect almost one in ten. In light of demographic changes, pressures on social protection systems and transformations in the world of work, the risk of poverty might grow for future generations of older persons. The Madrid International Plan of Action on Ageing (MIPAA) provides a useful framework for addressing this risk. The UNECE Working Group on Ageing assists countries in the implementation of MIPAA by fostering regional collaboration and exchange of strategies and good practice.
The side event will take place from 3:00 p.m. to 4:30 p.m. on 31 January 2018 in Conference Room D at the United Nations Headquarters in New York.
