Olzhas Bilyalov
Director, Technology Transfer Department, National Agency for Technological Development, Kazakhstan
Olzhas Bilyalov has been working in Innovation Policy sector of Kazakhstan since 2012 in various positions in Analytical Center, Technology Programs Center, Technology Commercialization Department in Kazakhstan’s main public operator - National Agency for Technological Development. He is currently heading Technology Transfer Center, which is main department responsible for innovation grant funding.
He played active role in formulating Kazakhstan Innovation Development Concept till 2020, Government Innovation Grant rules in 2015 and 2016. He is involved in most of the governmental working groups on technological development and promotion of innovation.
In his previous positions, he worked in Road Research Institute, acted as a consultant to the Ministry of Transport, European Bank for Reconstruction and Development and Asian Development Bank.
