Guidelines for the use of RID/ADR/ADN 5.4.0.2 (use of electronic data exchange)


At its 107th session, the Working Party on the Transport of Dangerous Goods (WP.15) requested that the following guidelines for the use of subsection 5.4.0.2 of RID/ADR/ADN be published in order to facilitate their use on a voluntary and consistent basis.

Construction and approval of vehicles

Guideline for the determination of the first date of registration of road vehicles

At its 110th session, the Working Party on the Transport of Dangerous Goods (WP.15) adopted (ECE/TRANS/WP.15/255, paragraph 69 and annex IV) a Guideline for the determination of the first date of registration of road vehicles (or date of entry into service if registration is mandatory) for the carriage of dangerous goods in relation to the application of the requirements of Chapter 9.2. (reissued on 17 October 2022)

Consolidated table of the applicable provisions of Part 9 of ADR for EX/II, EX/III, FL, and AT vehicles and MEMUs

At its 105th session, the Working Party on the Transport of Dangerous Goods (WP.15) adopted (ECE/TRANS/WP.15/244, paragraph 69) the present consolidated table of applicable requirements of Part 9 that can serve as guidelines for the technical inspection of EX/II, EX/III, FL and AT vehicles and MEMUs.

At its 97th session (November 2014), the Working Party on the Transport of Dangerous Goods (WP.15) adopted a general guideline for completing the certificate of approval according to 9.1.3 of ADR (see ECE/TRANS/WP.15/226, annex II, as amended in ECE/TRANS/WP.15/237, annex IV)

Application of standards

Guideline for the application of footnote 3 of 6.8.2.1.18 (EN 13094 - Cross-sectional shapes of shell) for compliance with RID/ADR
At its 107th session, held on November 2019, the Working Party adopted the guideline for the application of footnote 3 of 6.8.2.1.18 in order to comply with the requirements of ADR.

Guideline for the application of EN 12972 (Tanks for transport of dangerous goods - Testing, inspection and marking of metallic tanks) for compliance with RID/ADR
At its 105th session, held on November 2018, the Working Party adopted the guideline for the application of EN 12972:2007 in order to comply with the requirements of ADR.

Guidelines for the application of EN 13094:2015 for compliance with ADR
The European standard EN 13094 specifies requirements for the design and construction of metallic gravity-discharge tanks intended for the carriage of substances having a vapour pressure not exceeding 110 kPa (absolute pressure) for which a tank code with letter “G” is given in Chapter 3.2 of ADR.

Calculation of risks


General guideline for the calculation of risks in the transport of dangerous goods by road
At its 84th and 85th sessions (May and October 2008), the Working Party on the Transport of Dangerous Goods (WP.15) adopted a general guideline for the calculation of risks in the transport of dangerous goods by road (see ECE/TRANS/WP.15/197, paragraphs 27 to 30 and ECE/TRANS/WP.15/199, paragraphs 52 and 53).
The general guideline provides a useful tool for the competent authorities to determine and justify the transport restrictions according to Chapter 1.9 of ADR which apply in their territory.
