United for Smart Sustainable Cities (U4SSC)

U4SSC is a global platform for smart cities stakeholders, which advocates for public policies to encourage the use of ICT to facilitate the transition to smart sustainable cities.

The initiative aims to:

  • Generate guidelines, policies and frameworks for the integration of ICTs into urban operations, based on the SDGs, international standards and urban key performance indicators (KPIs);
  • Help streamline smart sustainable cities action plans and establish best practices with feasible targets that urban development stakeholders are encouraged to meet.


The initiative is supported by 16 UN agencies, programmes, funds and secretariats and in particular:

UNECE, ITU, the Secretariat of the Convention on Biological Diversity (CBD), the Food and Agriculture Organization of the United Nations (FAO), the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women), the United Nations Economic Commission for Africa (ECA), the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), the Secretariat of the United Nations Convention to Combat Desertification (UNCCD), the United Nation Human Settlements Programme (UN-Habitat), the United Nations Environment Programme (UNEP), the United Nations Environment Programme Finance Initiative (UNEP-FI), the Secretariat of the United Nations Framework Convention for Climate Change (UNFCCC), the United Nations Industrial Development Organization (UNIDO), the United Nations University-Institute for the Advanced Study of Sustainability (UNU-IAS), the World Meteorological Organization (WMO) and the World Trade Organization (WTO).

Definition of smart sustainable cities

UNECE and ITU have pooled efforts to develop a definition of smart sustainable cities, through a multi-stakeholder approach which involved over 300 international experts.

A smart sustainable city is an innovative city that uses ICTs and other means to improve quality of life, efficiency of urban operation and services, and competitiveness, while ensuring that it meets the needs of present and future generations with respect to economic, social, environmental as well as cultural aspects.
