Bilateral meetings in Nairobi, Kenya

Special Envoy held the following bilateral meetings in Nairobi:
United Nations Environment Program 


Mr. Ibrahim Thiaw, Deputy Executive Director of United Nations Environment Programme (UNEP) highlighted the main transport related priorities for the agency, which include promoting walking and cycling, aged vehicles in developing countries, vehicle emissions and air quality. Mr. Thiaw recommended engaging investors (multi-lateral development banks) as well as policymakers at national and city levels. The Special Envoy explained that while road safety may not be a key priority for UNEP, mentioning it as one of the priorities/outcomes of the agency’s work would be valuable to the global road safety efforts.

African Union


Mr. David Kajange explained that the African Union began working closely with UNECA in 2007. Both institutions collaborated on an African Road Safety Action Plan which was presented to and adopted by member states in 2012. The African Road Safety Charter was adopted in 2014. Meetings were held throughout the continent to disseminate information about the Action Plan and Charter and encourage their implementation. A Ministerial Meeting will be held in April 2017 to review the implementation of the Road Safety Action Plan.

Cameroon


Mr. Zacharie Ngoumbe is the focal point for Road Safety in Cameroon and shared that 2.5 billion CFA is allocated to road safety efforts of the government. Mr. Ngoumbe requested support from the Special Envoy to contact the President about establishing a governmental road safety agency.

Ghana 


Ms. May Obiri-Yeboah, who is head of the National Road Safety Commission in Ghana, explained that the priorities for the Commission are pedestrian safety, raising public awareness on road safety and addressing the growing ownership of motorcycles in the country. The Special Envoy offered to provide advocacy support to push forward awareness campaigns and encouraged participation in the Inland Transport Committee meeting taking place in Geneva, 21-24 February 2017.

Nigeria


Mr. Boboye Oyeyemi, Corps Marshal of the Federal Road Safety Corps, explained that the agency which has been in operation for 29 years reports directly to the President. Nigeria is the most populous country in Africa with a nationally reported estimated number of road traffic fatalities of 6,000. Mr. Oyeyemi followed up on the invitation letter addressed to the Special Envoy to be a key-note speaker during road safety lecture series taking place in Abuja, Nigeria in 2017. The Special Envoy confirmed availability on 24 August 2017 for participation in the lecture series and to meet with key stakeholders.
