The operator of the public road may agree with the operator of the vehicle that it should pay the fee for the utilisation of the road by its vehicle whose total weight exceeds 40 tonnes or the allowable axle weight limit on an annual basis in a lump sum or the fee for the utilisation of the road be calculated and settled retrospectively.

No fee is payable for:

  - vehicles used in public passenger transport,
  - vehicles involved in communal or sanitary engineering functions, and
  - vehicles whose weight or axle weight exceeds 40 tonnes or allowable axle weight by less than 10%, if used in public road and railway traffic between the terminal and the loading depot.

  3. Entry or transit charge/tax:

    - Lorries:

    HUF 3.- per tonne-km (general rule)


The annual tax item, shall be at least 400 forints on each commenced 100 kg of the tax base (the basis of the tax is the weight of the motor vehicle itself as indicated in the traffic licence: dead weight). In case of lorries, not including lorry/truck-tractors, the basis of the tax is the weight of the vehicle itself as indicated in the traffic licence, increased by 50% of the maximum load: load weight), but no more than 800 forints.

- The tax of motorcycles, mobile home trailers, caravans and covered trailers shall be at least 2000 forints per year, but not more than 5000 forints per year.

- On motor vehicles operated by temporary traffic licence, irrespective of their type, a monthly tax of 2000 forints shall be paid after exceeding the tax-free period.

  1. Other charges:

    a) Special authorization and charges

    Hungary has concluded 43 bilateral transport agreements. Most provide for an exemption from taxes on the basis of reciprocity. Operators from the following SECI countries have to pay the following rates (this refers to specific parts of the quota subject to licensing and/or to specific kinds of licences):

    - Albania: HUF 3.00.- per tonne-km.
    - Bulgaria: HUF 3.00.- per tonne-km.
    HUF 1.50.- per tonne-km (preferential)
    - Greece: HUF 3.00.- per tonne-km.
    HUF 2.20.- per tonne-km (preferential)
    - Romania: HUF 3.00.- per tonne-km.
    - Turkey: HUF 3.00.- per tonne-km.

    Tax exemptions are provided for combined transport operations under certain conditions as well as for specific aid shipments.
