Annex III

PROCEDURE FOR OTHER SECI PARTICIPATING STATES
TO BECOME A PARTY TO THE MOU

adopted by the Regional Road Transport Committee at its first session at Alexandropoulis (Greece) on 13 October 1999 in accordance with Article 14 of the Memorandum of Understanding (MoU) on the Facilitation of International Road Transport of Goods in the SECI Region.

 

1.    SECI participating States willing to become Parties to the Memorandum of Understanding on the Facilitation of International Road Transport of Goods in the SECI Region should transmit a written request to the UN/ECE secretariat providing the initial secretariat for the Regional Road Transport Committee established by the MoU.

2.     This request shall be communicated by the UN/ECE secretariat to all Parties to the MoU

3. Requesting SECI participating States will become Parties to the MoU if, after the expiry of a period of 90 days following the date of communication by the UN/ECE secretariat of such a request, no objection has been communicated to the UN/ECE secretariat.

4. If an objection to the request for becoming Party to the MoU has been communicated and justified in accordance with paragraph 3, the request shall be deemed not to have been accepted.

5. Requests for becoming Parties to the MoU may be re-examined.

6. The UN/ECE secretariat shall notify all Parties to the MoU of the situation with regard to the acceptance of other Parties in accordance with paragraphs 3 and 4.
