UNECE TER Project is a sub-regional co-operation established in 1990 by the Governments of the Central, Eastern and South Eastern European countries at the initial financial support of UNDP and the co-ordination and support of UNECE acting as the executing agency for the project and is running since then in various Phases and Cycles.

The main objectives of the project are the improvement of the quality and efficiency of transport operations, the assistance of the integration process of European Transport Infrastructure systems and the development of coherent and efficient international railway and combined transport system in the region, in accordance with the UNECE Pan-European infrastructure agreements:

  • European Agreement on Main International Railway Lines (AGC - May 1985) and 

  • European Agreement on Important International Combined Transport Lines and Related Installations (AGTC - Feb. 1991)

17 countries from CE&SE Europe are full members of TER at present: Armenia, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Georgia, Greece, Hungary, Italy, Lithuania, Poland, Romania, Russian Federation, Slovak Republic, Slovenia and Turkey. In addition a number of 6 observer countries participate at certain activities of the project: Belarus, The former Yugoslav Republic of Macedonia, FR Yugoslavia, Latvia, Moldova and Ukraine.

 
TER organization system is based in three pillars.
First: The member countries active participation and support through the Trust Fund Agreement deposited with UNECE that nominate the Project's Steering Committee as its highest administrative and political body, formed by national delegates from each participating country.
Second: The Project Central Offices Bratislava hosted by the Government of Slovakia, and the Project office Personnel, co-ordinating activities aimed at the achievement of the objectives.
Third: The National Project Offices set up or designated in each participating country for the purpose of providing liaison between national activities and activities under the project, operating under the responsibility of the nominated National Co-ordinator from every member.
   


The annual and longer term action plans are set by the Steering Committee and the work is done by the project's office personnel, Working Groups, Ad hoc Expert Groups, and when required by external consultants in close co-operation with member countries.

Among TER Achievements are   

  • The Assistance in reconstruction and up-grate national links with neighbouring countries, the contribution to the interoperability of the European railway system enabling the integration of TER national systems into it 

  • The elaboration of studies  

  • The creation and updating of TER Data Base and Data Bank  

  • The publication of technical documents, guidelines, recommendations  

  • The harmonization of border control procedures  

TER Project is the backbone of Pan -European Rail Corridors in CEE, as well as of TINA exercise and represents an important instrument of institutional inter-country co-operation and co-ordinated actions of the CE & SE Europe playing a serious and concrete role in the future European Transport Integration process.

Its long, lasting, flexible, effective and self sustainable structure, in combination with the strong desire and commitment with the project of the country members, are characterizing TER as a unique European instrument, that effectively assisted towards the integration and harmonization of European transport, and may continue doing so in the future.
