L?ffelholz of Germany was elected Chairman of the Meeting of Experts. Accepting the position, the new Chairman acknowledged the work done under the chairmanship of his predecessor, Mr. K.F. Ditsch, and informed the Meeting of Experts of his plans for future progress. TYREROAD NOISE MEASUREMENT Documentation: TRANS/WP.29/GRB/R.129, TRANS/WP.29/GRB/R.133, informal documents Nos. 2, 3 and 9 of the annex to this report. 4.bbThe Meeting of Experts recalled the consideration during the twentysecond session (TRANS/WP.29/GRB/20, paras. 310) of the proposed method for tyreroad noise measurement (TRANS/WP.29/GRB/R.129), of the amendments to this method proposed by ETRTO (TRANS/WP.29/GRB/R.133) and of the related safety concerns. It was noted with regret that no conclusions had been reported yet from the evaluation of the test results by the ERGANOISE 3 group of the European Commission and that a proposal for eventual noise limits remained to be prepared. 5.bbThe discussion was reopened of the possible implications of establishing noise limits for tyres. The expert from OICA restated the position of his organization by indicating that the overall noise of vehicles should be the matter of concern and that tyre noise limitation might lead to degradation of other tyre characteristics. In this respect the information on recent tyre designs which had been given by the expert from ETRTO during the last session was also recalled and it was agreed in principle that cooperation with the Meeting of Experts on Brakes and Running Gear should continue to ensure compatibility between the safety and noise requirements on tyres. 6.bbAn exchange of views was also held on the form in which the noise requirements on tyres might be established, considering all the alternatives, from a separate Regulation, to amending of Regulation No. 51, or Regulations Nos. 30 and 54. In this discussion the influence of the test method was clearly recognized, as well as the final target of the exercise, which should be the reduction of noise of vehicles in operation. 7.bbIn his conclusion, the Chairman of the Meeting of Experts agreed to transmit the positions and concerns registered during the session to the next meeting of the ERGANOISE 3 group of the European Commission, and suggested that development of the method proposed in TRANS/WP.29/GRB/R.129 might be commenced at the twentyfourth session of the Meeting of Experts in order to advance in the consideration of the tyreroad noise question. He also agreed to inform the Working Party accordingly at its coming onehundredandseventh session. 8.bbThe expert from Japan presented to the Meeting of Experts the results of the experimental study of the temperature effects on tyreroad noise which had'+(( been carried out in his country (informal document No. 9) with the following conclusions: (a)7bbThe temperature correction to be applied to passenger car tyres only;#b (b)7bbThe temperature correction to be based on the ambient temperature;#b (c)7bbThe temperature correction should be a linear function of the ambient temperature.#b In the following discussion it was agreed that the results of this study should be made available to ISO TC43/SC1/WG27: Vehicle noise testing Tyre selection and temperature effects, as a contribution to improving the precision and reproducibility of tests. 9.bbThe expert from the United States of America presented to the Meeting of Experts the prediction model of tyre noise contribution to the passby noise level of avehicle during the acceleration test, based on the correlation of tyre noise acoustic intensity levels measured in the near field during coast and cruise conditions (informal document No. 2). The tests, which had been made with five different vehicles at fourteen test sites in the United States of America, revealed the differences in noise measured on ISO and SAEtest tracks. It was concluded that, for the five vehicles tested, the tyre noise contribution to passby sound pressure level was approximately 72 dBA, 4 to 7dBA less than the overall sound pressure level of the accelerating vehicle. 10.bbIn another presentation (informal document No. 3), the expert from the United States of America gave detailed results of the influence of ISO and SAE test surface textures on the acceleration, cruise and coast sound pressure levels. The study was made to evaluate the needs for installing ISO test surfaces and concluded that average sound pressure levels in acceleration on SAE sealed surfaces would be 0.4 to 1.1 dBA higher than on the ISO test track. SAEunsealed surfaces were found to have a wide range of macrotextures and a wide range of test results. All the tests were carried out by a randomized method, using again five different vehicles and at fourteen test sites (five SAE sealed, six SAE unsealed and three ISO 10844). AMENDMENTS TO NOISE REGULATIONS (a)bbRegulation No. 9 (Noise of threewheeled vehicles) Documentation: TRANS/SC1/WP29/GRB/R.119. 11.bbThe expert from Spain reported that the draft EU Directive concerning Lcategory vehicles was scheduled to be considered in the Council of the European Union within the next week and expressed his belief that the work would be concluded, thus enabling him to prepare a corresponding harmonizing proposal for consideration during the twentyfourth session of the Meeting of Experts. Recalling the harmonization interests (TRANS/WP.29/GRB/20, para.12), the Meeting of Experts accepted reluctantly this further delay (see also para. 16 below). (b)bbRegulation No. 51 (Noise of M and N categories of vehicles) Documentation: TRANS/WP.29/464, informal document No. 7 of the annex to this report. 12.bbThe adoption by the Working Party of Supplement 1 to the 02 series of amendments (TRANS/WP.29/464) to Regulation No. 51 was noted. 13.bbThe expert from the United States of America outlined the status of consideration by ISO/TC43/SC1/WG42 of the amendments to ISO 362:1981 Acoustics Measurement of noise emitted by accelerating road vehicles Engineering method and, for information only, distributed the draft text of revision 3 of the standard (informal document No. 7). During the discussion, it was confirmed that this revision was intended to improve the measurement repeatability and did not modify the philosophy of the method, which might be the subject of consideration in the future (circa 1998). (c)bbRegulation No. 59 (Replacement silencing systems) Documentation: TRANS/SC1/WP29/GRB/R.105. 14.bbUpon receiving the written statement by CLEPA that no significant trade exists of replacement silencers for commercial vehicles and that the endeavour to establish an international regulation was therefore not justified, the Meeting of Experts agreed to withdraw this item from its programme of work. (d)bbRegulation No. 63 (Noise of mopeds) Documentation: TRANS/SC1/WP29/GRB/R.121. 15.bbIn an analogy to what was agreed for Regulation No. 9 (see para. 11 above), the Meeting of Experts deferred the consideration of this item to the next session, expecting that the proposal by Spain for harmonizing the Regulation with the relevant EU Directive might then be available. 16.bbFollowing the concerns expressed particularly by the experts from the United States of America and from Germany, the Meeting of Experts agreed that no additional delays were acceptable and that the technical considerations of the amendments related to Regulations for two and threewheeled vehicles should be embarked upon at the twentyfourth session, even if the consideration of the relevant EU draft Directive had not been finalized. (e)bbRegulation No. 92 (Replacement silencing systems for motorcycles) Documentation: TRANS/SC1/WP29/GRB/R.122, TRANS/WP.29/GRB/R.126/Rev.1. 17.bbThe conclusion by the Meeting of Experts assimilated those related to Regulations Nos. 9 and 63 (see paras. 11 and 15 and 16 above). '+((Ԍ(f)bbDefinition of testing provisions in noise regulations Documentation: TRANS/WP.29/GRB/R.125/Rev.1, TRANS/WP.29/GRB/R.132 18.bbIn the continuing discussion of the proposal contained in document TRANS/WP.29/GRB/R.125/Rev.1 to specify only the acoustic properties of the test track, the Meeting of Experts was informed by the expert from the Netherlands that the test track texture depth influenced the tyreroad noise particularly in the wavelength of about 80mm and that this influence was decreasing in the wave length range of 510 mm. He said that, in view of this effect, the texture depth would have to be given in the scale of wavelength. These findings were made for the commercial vehicles tyres and the expert from the Netherlands agreed to make them available to the Meeting of Experts for consideration at the next session. 19.bbBesides the definition of the test track (TRANS/WP.29/GRB/20, para. 22), the proposals presented in document TRANS/WP.29/GRB/R.125/Rev.1 in order to align the definitions in all noise Regulations were supported, in combination with the amendment proposed in document TRANS/WP.29/GRB/R.132. Whilst the latter document was adopted by the Meeting of Experts, it was agreed to postpone its transmission to the Working Party until the consideration of the first document had been concluded. The Chairman of the Meeting of Experts agreed to bring both documents also to the attention of the ERGANOISE 3 group of the European Commission. ENVIRONMENTAL STANDARDS FOR VEHICLES IN INTERNATIONAL TRAFFIC Documentation: TRANS/R.396, TRANS/WP.29/R.708, TRANS/WP.29/GRPE/R.250, TRANS/WP.29/GRPE/R.255 and Rev.1, TRANS/WP.29/GRPE/R.256, ECE/RCTE/PC/10/Rev.3, informal documents Nos. 4, 5, 6 and 10 of the annex to this report. 20.bbThe Director of the Transport Division, Mr. J. Capel Ferrer, briefed the Meeting of Experts on the consideration of this item by the Preparatory Committee of the 1996 Regional Conference on Transport and the Environment. He said that for road transport the Draft guidelines for a common strategy regarding transport and the environment adopted by the Preparatory Committee of the Conference (ECE/RCTE/PC/10/Rev.3) had been considered by the Working Party on the Construction of Vehicles at its onehundredandsixth session (TRANS/WP.29/468, paras. 8083) as well as by the Working Party on Road Traffic Safety at its twentyfifth session. Exercising the mandate given by the Working Party, the related technical developments were already under consideration by the Meeting of Experts on Pollution and Energy at its twentyninth session and thirtieth sessions (TRANS/WP.29/GRPE/30, paras.8-20). Heindicated that the mandate applied also to the Meeting of Experts on Noise, and, to commence the work, all the relevant documents had been brought to its attention, starting from the original proposal by the European Conference of Ministers of Transport (TRANS/R.396), which had been submitted to the fiftyseventh session of the Inland Transport Committee. In this respect the opinions of Poland, Sweden, Hungary (TRANS/WP.29/GRPE/R.250), Italy (TRANS/WP.29/GRPE/R.256) and Romania (informal document No. 4) were noted, as'+(( well as the resolution by the International Road Transport Union (TRANS/WP.29/R.708). 21.bbHe explained in detail the revised version of the proposal by the secretariat (TRANS/WP.29/GRPE/R.255/Rev.1) to amend the European Agreement supplementing the 1968 Vienna Convention on road traffic in view of the introduction of environmental standards for vehicles in international traffic, together with an alternative (informal document No. 10) following more the philosophy of the original proposal by the ECMT (TRANS/R.396). He also said that informal document No. 6 explains the implications of imposing the environmental standards with respect to this alternative and/or the former version of the proposal by the secretariat (TRANS/WP.29/GRPE/R.255). 22.bbThe Chairman of the Meeting of Experts continued the briefing by explaining that, following his proposal to the Working Party (informal document No. 5), the technical requirements for vehicles in use in international traffic were being prepared by Germany for consideration by both Meetings of Experts (see para. 20. above) and by the Working Party. 23.bbFollowing the above information, and after the first exchange of views on the presented proposals, the Meeting of Experts agreed to resume the consideration of this item at its next session with respect to all the aspects related to noise of vehicles.
