Theexpert from Spain confirmed his intentions to amend the original proposal (TRANS/SC1/WP29/GRB/R.119) in view of harmonizing it with the EU Directive, after this European Union rule making procedure was concluded (TRANS/WP.29/GRB/19, paras. 8 and 9). (b)Regulation No.51 (Noise of M and N categories of vehicles) Documentation: TRANS/WP.29/GRB/R.128, informal document No. 1 of the annex to this report. 13.The proposal prepared by the expert from the Czech Republic (TRANS/WP.29/GRB/R.128) was considered and adopted without amendments. It was agreed by the Meeting of Experts to transmit it, as adraft Supplement 2 to the 01 series of amendments, for consideration to the Working Party at its onehundredandfifth session (see also para. 26 below). 14.Responding to the concern by the expert from OICA, the Meeting of Experts agreed that compliance with the compressed air noise requirements would constrain the manufacturer to use the same pressure relief valve and its installation as on the approved vehicle, and would not, in general, introduce any additional burden in conformity of production (COP) testing. 15.The expert from ISO reviewed his study of noise performance of vehicles (informal document No. 1), showing that in the actual traffic only apercentage of the gradual lowering of noise limits during the past twentyfour years was perceived, mostly in the accelerations resembling Regulation No. 51 test conditions (see also para. 8 above). He concluded that the introduction of more stringent limits would also have only a limited effect in curbing the traffic noise nuisance and would remain to be dependent on the regulatory test conditions. For information, a publication containing the({,)) expectations of a Nordic Group of Experts and describing various regulatory scenarios was also distributed (TemaNord1994:512, see the annex to this report). (c)Regulation No. 59 (Replacement silencing systems) Documentation: TRANS/SC1/WP29/GRB/R.105. 16.After being informed that a letter had been received from CLEPA secretariat, indicating that the proposal for extending Regulation No. 59 had not yet been finalized for consideration, the Meeting of Experts agreed to defer this item to its next session. (d)Regulation No. 63 (Noise of mopeds) Documentation: TRANS/SC1/WP29/GRB/R.121. 17.Referring to the consideration of the amendments to Regulation No. 9 (see paras. 11 and 12 above), the Meeting of Experts recalled its invitation to the expert from Spain to harmonize the abovementioned proposal for amendments to Regulation No. 63 with the EU Directive, after it was finalized (TRANS/WP.29/GRB/19, para. 16). (e)Regulation No. 92 (Replacement silencing systems for motorcycles) Documentation: TRANS/SC1/WP29/GRB/R.122, TRANS/SC.1/WP.29/GRB/R.126 18.Regarding the proposal for amending Regulation No. 92 (TRANS/SC1/WP29/GRB/R.122), the Meeting of Experts followed the same philosophy as for Regulations Nos. 9 and 63, with the consent by the expert from Spain (see paras. 12 and 17 above). 19.In the resumed consideration (TRANS/WP.29/GRB/19, para. 17) of the proposal by IMMA (TRANS/SC.1/WP.29/GRB/R.126), differing opinions were expressed on the wording of the definitions proposed. However, noting the explanation of the expert from IMMA that these definitions had been aimed to ensure the proper function of the Regulation in practice, and that the same definitions had also been proposed for the EU Directive (see paras. 11, 12 and 17 above), the Meeting of Experts agreed to await the adoption of the Directive, before developing the proposal further. (f)Definition of testing provisions in noise regulations Documentation: TRANS/WP.29/GRB/R.125/Rev.1, TRANS/WP.29/GRB/R.132 20.The expert from the Czech Republic introduced the proposal, revised following the consideration of this matter during the nineteenth session (TRANS/WP.29/GRB/R.125/Rev.1). He reiterated that the aim of the proposal was to harmonize the requirements on measuring instruments, testing conditions and({,)) interpretation of results in all ECE noise related Regulations. He also made it clear that regarding the test track only the acoustic properties of the test track ISO/DIS 10844 were retained, allowing to accept some test tracks already in use. He suggested that this approach should also be reconsidered in the ERGANOISE 3 group of the European Commission. 21.The expert from ISO informed the Meeting of Experts that some details of the vehicle noise measuring procedure had been proposed to be modified by ISO/TC43/SC1/WG42. He advised that additional amendments be made to parts A. to D. of the document (TRANS/WP.29/GRB/R.125/Rev.1), if the agreement on such modifications was reached between the ISO, IEC (International Electrotechnical Commission) and the European Union. 22.The expert from ISO also desired that the entire ISO/DIS 10844 specifications be introduced in the proposal (TRANS/WP.29/GRB/R.125/Rev.1), and indicated that after several years of work both the performance (acoustical) and design/construction requirements had been specified for the test track in the draft international standard to balance its applicability and accuracy. Noting these explanations, the Meeting of Experts confirmed that the decision to require the test track to conform to ISO/DIS 10844 had already been taken (TRANS/WP.29/GRB/19, para. 28), also with respect to harmonization between the ECE Regulations and the EU Directives. 23.The Meeting of Experts considered also the proposal of document TRANS/WP.29/GRB/R.132 and evaluated its implications for the noise measurements. The experts from the United Kingdom and from France made reservations to this proposal, requesting more time for its study. 24.In the summary of the discussion, the Meeting of Experts agreed to pursue the harmonization of the definitions in the ECE noise Regulations further although, however, preserving the alignment with the EU Directive(s) and referring also to the relevant standards of ISO. 25.Referring to the continued discussion of the test track specifications, the expert from the United States proposed to consider the acoustic properties of sealed asphalt surfaces in comparison with the ISO/DIS 10844 test track, in order to allow the alternative test facilities to be used in cases where relaying of the surface would not be possible for economical reasons. He suggested that this exercise be undertaken by the Meeting of Experts on Noise, even if its results were not considered applicable for the countries of the European Union. APPLICATION OF ECE REGULATIONS TO ELECTRIC VEHICLES AMENDMENTS TO REGULATION No. 51 Documentation: TRANS/WP.29/GRB/R.130. 26.The proposal by France was considered and adopted without amendments. The Meeting of Experts agreed to transmit document TRANS/WP.29/GRB/R.130 to the Working Party, to be considered at its onehundredandfifth session as adraft Supplement 2 to the 01 series of amendments (see also para. 13 above). ({,))ԌEXCHANGE OF INFORMATION ON NATIONAL AND INTERNATIONAL REQUIREMENTS ON NOISE LEVELS 27.No new information was communicated. The Chairman mentioned that in October a oneday meeting of the ERGANOISE 3 group of the European Commission would be held in Brussels, to advance the work on tyreroad noise and other available proposals. OTHER BUSINESS 28.No relevant agenda item was indicated. AGENDA FOR THE NEXT MEETING 29.Evaluating the progress made during the session and the prospects for advancing in the items where the results of the consideration in the European Union were awaited, the Chairman proposed that the twentythird session of the Meeting of Experts on Noise be held on 21 and 22 September 1995. He agreed to convey this information to the Working Party on the Construction of Vehicles at its onehundredandfourth session, to allow the three meeting days (21February (afternoon only) to 24 February (morning only) 1995) to be re-allocated to another body. 30.The following agenda was agreed for the twentythird session (Geneva, 21September (9.30 a.m.) and 22 September (to 5.30 p.m.) 1995, subject to approval by the Working Party see para. 29 above): 1.
