The 31HZ2 IBC is a package particularly suited to the concept of reduced packaging. Although the IBC is listed in Chapter 16 and RID, ADR and the IMDG code provide for its use, in practice in RID/ADR, it is only permitted for solids and certain liquids having a high flashpoint. During the CDG meeting in January 1994 the United States proposed in Document CDG/45/3/1/13 that the use of such IBCs should be extended to packing group III liquids. The proposal was not accepted, because the SubCommittee on the Carriage of Dangerous Goods felt that a number of additional safeguards should be included before such IBCs were used for the carriage of dangerous goods. GE.94 a:\STR497E 4 +#  bN ST/SG/AC.10/R.497 page 2 A similar proposal to the Joint Meeting in TRANS/WP.15/AC.1/R.748 and INF 9 was deferred to the next Joint Meeting, following a suggestion that the matter should be considered first by the Committee of Experts. The industry has suggested a list of additional requirements (see annex). This proposal provides new text for Chapter 16 to take account of the suggestions.
