It was decided that CEFIC would prepare a revised proposal, based on the discussions, which would give full details and would incorporate items which were not addressed in the first proposal.  X   2.Justification In chapter 11 of the Recommendations on the Transport of Dangerous Goods special requirements relating to IBC's and tanks for transport of organic peroxides are given. It is specifically required that each organic peroxide should be tested and a report be made available, indicating that the transport in IBC's or tanks would be safe. To this end, it is required that tests have to be undertaken to prove that the combination of organic peroxide and IBC or tank used for transport can cope with the prescribed emergencies to be taken into account. Further, the control and emergency temperatures have to be established for the type of IBC or tank used for transport. However, other IBC's can be used if it is demonstrated by testing that they fulfil the requirements given in chapter 11 for safe transport. $$The control and emergency temperature setting together with the safety requirements with respect to the emergencies to be taken into account are strongly related to the construction of the IBC or tank and have to be established by the competent authority. X$$Ɵ#$ $$The full construction of the IBC is not given by the type only. This implies that not each IBC of the same type as given in table 11.4 fulfils the requirements for safe transport.
