During the ninth session of the SubCommittee, the Expert from the United States agreed to revise the proposal for a rail impact test (see document /R.584). The proposed revisions take into account comments by the Portable Tank Working Group. The working group, in preparing the draft harmonized requirements for portable tanks, agreed to include in square brackets a requirement that each tank container design be subjected to a rail impact test (see ST/SG/AC.10/C.3/18/Add.2 paragraph 12.19.2). It is proposed that text describing the rail impact test procedure be provided in a new paragraph 12.19.2.1. The Expert from the United States will provide additional supporting data for including requirements for a rail impact test during the meeting. Proposal 2. It is proposed that the text referencing the results of the impact test in paragraph 12.19.2 as presented in ST/SG/AC.10/C.3 /18/Add.2 be amended as follows:  Y! X© the results of the impact test in 12.19. 2.1 # It is proposed that the following description of the rail impact test be adopted as a new paragraph 12.19.2.1: GE.94 /a:\478E $')))bb  +#  bN ST/SG/AC.10/R.478 page 2 X$$12.19.2.1 For portable tanks meeting the definition of a "container" in the CSC, a prototype of each design should be subjected to a rail impact test. The prototype tank should be shown to be capable of absorbing the forces generated as a result of a railway impact force equivalent to at least four times (4g) the maximum gross mass of the loaded tank. The impact force should be concentrated through the two lower leading corner fittings using load cells as a means of measuring the force. The impact should be applied to the weakest end of the tank taking into consideration the location of tank valves, cutouts in the tank frame, bottom openings or piping. Any resultant damage such as permanent deformation, cracks in welds, the shell, the frame or the structure of the tank which would render the tank unsuitable for transport should be considered unacceptable.
