By restricting the derogation to mixtures which are not classified as having a Class 6.1. Toxic hazard, or a Class 8 corrosive hazard, it will facilitate the determination of the packing group for the thousands of mixtures which have to be considered. The present wording of 5.6(d) restricts the criteria for inclusion of viscous flammable liquids in packing group III to 30 litres. Chapter 9 of the UN recommendations, effectively defines packagings as having an upper limit of 400 kg or 450 litres [9.1.2(c) and (d)] and this proposal would equate the capacity of the receptacle with an already defined value. GE.94+,,,ԌST/SG/AC.10R.451 page 2 The capacity limitation of 30 litres is impractical as it creates a break point between the two most used standard capacities for packagings (i.e. 20/25 litres and 200/250 litres). It would be more practical to apply the distinction at 450 litres which is the dividing line between packagings and IBCs but is not considered to decrease the safety in handling. The limitation of 30 litres also creates anomalies, dependent upon the packaging size used i.e. a product may be. Packing Group III in a 20 litres packaging but Packing Group II in a 200 litres packaging. These principals are applied in the ADR/RID regulations and this proposal is made in the interest of harmonization. In the opinion of CEPE neither of these proposals should prejudice safety, but will simplify the determintion of  s4 packging group by using already established standards. pD#
