Inthisrespect,theexpertfromtheEuropeanCommunityinformedGRB &!+ thattheEuropeanParliamenthadcompleteditsfirstreadingofthe ProposalforaEuropeanParliamentandCouncilDirectiveamendingCouncilDirective92/23/EECrelatingtotyresformotorvehiclesandtheirtrailersandtotheirfittings,whichcontainedinAnnex5prescriptionsconcerningTyre/Roadnoiseemissions,andthatprogresswasexpectedtobemadeintheforthcomingdiscussionsintheEUCouncil.̀8.  AdditionalinformationwasgivenbytheChairman,whosaidthatthe ,'3 GermanpresidencyoftheEU(firstsemesterof1999)intendedtoreachanagreementonthetechnicalprescriptions(e.g.,testmethodandtestsurface)andonnoiselimitsasthesecondstep.HealsoexpressedhisviewthatGRB (/0*6 m/[}  m/[}  wastheappropriateforumtoachievewidertechnicalharmonizationandthathewishedtotransmittheresultsoftheworkmadeinGRBtotheEUCouncil.9.  Inthediscussionwhichfollowed,GRBconsideredindetailandagreed, PX withsomeamendments,thetextoftechnicalannexesconcerningthetestmethodandthetestsite(seeannex3tothisreport).However,forcertainprescriptions(e.g.temperaturecorrectionsandtestreport)nofinaldecisionwastaken.GRBnotedtheintentionoftheChairmantotransmittheresultsachievedconcerningthetestmethodandthetestsitetotheEUCouncil.10.  TheexpertfromFrancerecalledthat,inthefuture,newtypesof    commercialvehicletyreshavingamuchwidercrosssectionwouldbeputonthemarketinordertoreplacethoseintendedfordualmounting(twinning).Hepresentedaproposaltomodifythetestmethodformeasuringthetyre/roadnoiselevelinordertoallowadifferentformofmountingthesetyresonatestvehicle(TRANS/WP.29/GRB/1999/2).Hesaidthatsuchamendmentwouldavoidtheriskofexceedingthepermissiblemaximummassonthefrontaxleaswellasdifficultiesofmountingverywidetyresonthefrontaxle,resultinginalargeincreaseintheturningradiusandapoormanoeuvrabilityofthevehicle.11.  ReferringtotheproposalmadebytheexpertfromFranceforwide `h sectiontyres(seepara.10.),theexpertfromJapansuggestedtodeletethereferencetotheloadcapacityindex(LI)andtoconsideradeduction,estimatedto3dB(A),fromthemeasurednoiselevelinordertoeliminatetheinfluenceoftyresmountedonthefrontaxle(informaldocumentNo.3).HesaidthatresearchonthismatterwasunderwayandthattherelevantresultswouldbepresentedtoGRBassoonasavailable.Intheabsenceofsufficientexperienceonwidesectiontyres,GRBagreednottoincludetheproposedspecificationsinthefirststageofthedraftRegulationandtodeferconsiderationofthissubjecttothenextsessions.Thesecretariatwasrequestedtoproduceanofficialdocument,basedontheJapaneseproposal.  12.  TheexpertfromtheNetherlandsintroducedinformaldocumentNo.9, ! relatingtotyre/roadnoiselimits,whichhadbeenproposedinthedraftECDirective.Hesaidthatonlyasmallpercentageofthetyrescurrentlyavailableonthemarketwouldnotcomplywiththeproposedlimitvalues.Withparticularregardtotheproposaltotakeaccountofinstrumentinaccuraciesbyreducingby1dB(A)themeasurementresultandroundingittothelowestinteger,hesaidthatsuchmeasurewouldonlymeana defactoraisingoflimitvalues.Therefore,hesuggestedthattighteningofthesystemoflimitvaluesandevaluationprocedurewouldbeneeded,andsuggestedthatGRBshouldnotfollowwhathadbeenproposedintheEC.13.  TheexpertfromtheUnitedStatesofAmericasupportedthesuggestion X'`", madebytheexpertfromtheNetherlandsandproposednottoallowtheroundingofmeasurementresults.TheexpertfromETRTOpointedoutthatRegulationNo.51allowedbothreductionandroundingofnoisemeasurement,andsaidthatalsotyre/roadnoisemeasurementshouldutilizethesameprocedure.̀14.  TheChairmanremindedGRBthatnoiselimitsrepresentapolitical ,'2 questionthatwouldbediscussedandagreedintheEuropeanParliament. ,'3 Therefore,hesuggestednottotakeanydecisionregardingprescriptionsonnoiselimitsandtestresultscorrectionsandtoawaitthedecisionoftheEU.15.  Withregardtothetestsurfacecharacteristics,theexpertfromISO PX gaveapresentationconcerninganinvestigationmadeon14differentsites.Hesaidthatdifferentvaluesoftheabsorptioncoefficienthadbeenfoundandthatthesurfacemaintenancewasimportanttokeepinalterateditssoundperformances.16.  TheexpertfromtheNetherlandsrequestedISOtorevisethe    specificationsofthetestsurfaceISO:10844:1994inordertoreducethespreadamongthetesttracks,andtostudythepossibilitytodefineanewsurfacewithanimprovedrepresentativiness.17. TheexpertfromItalyreviewedtheprogressmadeduringthelast PX 10yearsinnoiselimitation.Henotedthat,whiletypeapprovallimitshadbeenreducedby8dB(A),thetrafficflownoiselevelhadachievedanaveragereductionby1dB(A)only.Therefore,hesuggestedthatanurbandrivingtestshouldbetterreproducetherealdrivingconditions.23.  TheexpertfromtheUnitedStatesofAmericasaidthatthenewtesting    cycleshouldbetterassesstheimpactofnoisetrafficflowoncommunitiesandthatGRBshouldlookatimprovingthequalityoflifeofpeople.Headdedthattheresultsofsurveysmadeonanimals,humanbeingsandevenplantshadshowedthenegativeeffectsonhealthcausedbytheincreasinglevelofnoiseexpressedintermsofLeq(24)(Noiseequivalentlevelaveragedon24hours).Healsopointedoutthat,althoughstrictnoiselimitswereestablishedbyRegulationNo.51,thereductionofaveragenoiselevelproducedbytrafficflowwasnotsatisfactory.Heconcludedbysayingthatanynewtestingprocedureshouldalsotakeintoaccount aggressivedrivingandbebasedonthe worstcaseconditions.24.  TheexpertfromSwedenrecommendednottoabandonthe worsttest `h criteriaandtodevelopatestcyclewhichshouldascloseaspossiblebeparalleltotherealdrivingconditionsandbesafeagainstcyclebypassingandbeating.25.  TheexpertfromtheNetherlandssaidthatthecontributionby HP tyre/roadnoisewasincreasedduringthecoastbytest.TheexpertfromtheUnitedKingdomrecalledgoodresultsachievedbynoiseRegulationsinreducingnoiseimpactsincertainareas.Hehopedthatanewtestprocedurecouldalsocorrectlyevaluatethedisturbanceoncommunities.26.  TheexpertfromOICAremindedGRBthatthetestingprocedurebasedon   theISO362standardhadbeenworkingverywellformanyyearsandhadcontributedtoreducingthenoiseemissionofpassengercarsaswellasofcommercialvehicles.Headdedthat,withthepresentprocedure,itwouldbedifficulttoachievefurtherlimitreductionsandthatnewnoiselimitsshouldbeagreedonlyafterestablishingthenewtestingprocedure.HefinallyannouncedthattheEuropeanVehicleManufacturerAssociation(ACEA)wasalsostudyinganewtestingprocedure,andthatfirstresultswouldbepresentedatthenextmeetingofISOWG42scheduledforSeptember1999.27.
