TheexpertfromOICArecalledthereservationsmadeduringtheprevious  session(seeinformaldocumentNo.6distributedduringthetwentyeighthsession)andconfirmedtheopinionofhisorganizationthatthetyre/noiselimitationalongtheproposalsunderconsiderationcouldnoteffectivelyreducetheoverallvehiclenoise.Inparticular,hepointedoutthattheproposedtestvehiclerequirementsareextremelyimpreciseandlikelytoleadtoaconsiderablevariationinthemeasurednoiselevelsduringtestscarriedoutbythedifferentlaboratories.13.  TheexpertfromFranceinformedGRBthat,inthefuture,newtypesof !% commercialvehicletyreshavingamuchwidersectionwillbeputonthemarketinordertoreplacethoseintendedfordualmounting(twinning).HeexpressedtheintentionofhisdelegationtopresentatthenextGRBsessionanexplanatorydocumentinordertoinsertthistypeoftyreintheproposalunderconsideration.14.  TheexpertfromSwedengaveapresentationconcerning theeffectiveness X'`", oftheproposedEUDirective.Hepointedoutthat,fromthedateoftheentryintoforceoftyre/noiseprescriptionsintheEC,itwilltakeatleastadecadetoreplace50percentoftyreswiththosemeetingtheproposedECnoiselimitsandthat,inhisview,duringthisperiodoftimenosignificantreductioninnoisewouldbeachieved.HethereforesuggestedthatGRBshould  @+H&1 }x/[y`notfollowwhathasbeenproposedintheECasregardsthereductionby1dB(A)ofnoiseresults(inordertotakeaccountofanyinstrumentinaccuracies).15.  TheexpertfromOICArecognizedthatitwouldtaketimebeforeachieving   asignificanttyre/noisereductionbuthesaidthatthisproblemcouldnotbesolvedbytheeliminationof1dB(A)reductiontowhichtheindustryhadbeenusedformanyyears.16.  TheexpertfromtheUnitedStatesofAmericaexpressedareservationon    thecriteriaproposedfortheevaluationofnoiseresultsandsaidthat,inhisview,itwasnotinlinewiththefutureglobalregulatorysystem.Inthisrespect,heinformedGRBthat,atthenextsessionofWP.29,theUnitedStatesofAmericaintendstoproposeanewpolicyfortheactivitiesoftheWorkingPartiessubsidiarytoWP.29.17.  TheChairmanremindedGRBthatnoiselimitsrepresentapolitical x  questionthatwillbediscussedandagreedintheEuropeanParliament.ThereforehesuggestednottotakeanydecisionregardingprescriptionsonnoiselimitsandtestresultscorrectionsandtoawaitthedecisionoftheEC.18.  TheexpertfromSwedengaveafurtherpresentationofastudyconcerning `h therelationbetweennoiseemissions,frictionandrollingresistanceofcartyres(informaldocumentNo.5).Hesaidthat,accordingtothefirstresultsofthisinvestigation,thereseemedtobenosignificantconflictbetweentheaboveparameters,andthattheestablishingoftyre/roadnoisewasnotlikelytosacrificewetfrictionorrollingresistanceoffuturetyres.19.  TheexpertfromtheUnitedKingdomrecalledthattherelationbetween  noiseandsafetyhadalsobeenstudiedinhiscountry.However,hesaidthathismajorconcernwassmalltyremanufacturerswithlimitedresources , who,    inordertomeetbothnoiseandsafetyrequirements,couldcompromisetyresafety.20. TheexpertfromOICArecommendedthatifachangeofthetestingmethods  (e.g.testtrackcharacteristics,positionofmicrophoneetc.)wouldaffectthenoiselimits,theyshouldbeestablishedafterhavingcarriedout roundrobintestsatdifferenttestsites.24.  TheexpertfromSwedensaidthat,inhisopinion,thedrivingcyclefor    noisetestingshouldbereviewedonthebasisofaharmonizedtestcycleemissionwhichwasnowbeingstudiedincooperationwiththeUnitedStatesofAmerica.HealsohighlyevaluatedthereportpresentedbytheexpertfromJapan.25.  TheexpertfromtheUnitedStatesofAmericasaidthat,inhisopinion, x  noiseemissionresultsshouldbebasedonthe worstcaseconditionsinordertotakeintoaccountalso aggressivedriving.Inthisrespect,theexpertfromISOrepliedthattheworstcasehadbeenabandonedafterbeingusedforabouttwentyyearssinceitwasrealizedthattheextremedrivingconditions(fullopenedthrottle)representedonly4percentofactualdrivingbehaviour.26.
