Manual of Tests and Criteria

The Manual of Tests and Criteria contains criteria, test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence, it supplements also national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS.
The classification procedures, test methods and criteria contained in the Manual of Tests and Criteria are divided into three parts, as follows:

Part I: those relating to assignment of explosives to Class 1.
Part II: those relating to assignment of self-reactive substances to Division 4.1 and of organic peroxides to Division 5.2;
Part III: those relating to assignment of substances or articles to Class 3, Class 4, Division 5.1 and Class 9.

Originally developed by the Economic and Social Council’s Committee of Experts on the Transport of Dangerous Goods which adopted a first version in 1984, it has been regularly updated and amended every two years. Presently, the updating is done under the auspices of the Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals, which replaces the original committee since 2001.

The fourth revised edition includes revised provisions for the classification of lithium batteries (sub-section 38.3) adopted by the Committee in 2000 (ST/SG/AC.10/27/Add.2) (already published, together with corrections to the third revised edition as ST/SG/AC.10/11/Rev.3/Amend.1); and new provisions for the classification of ammonium nitrate emulsions (section 18), flammable aerosols (section 31) and substances corrosive to metals (section 37) adopted by the Committee in 2002 (ST/SG/AC.10/29/Add.2).

 

Amendment 1 to the 4th revised edition

At its second session (10 December 2004), the Committee adopted a new set of amendments (ST/SG/AC.10/32/Add.2) which has been published separately as Amendment 1 to the fourth revised edition of the Manual of Tests and Criteria. These amendments include:
- Amendments to the criteria for classification of mixtures of oxidizing substances containing combustible organic substances;
- A new Part IV which extends the scope of the Manual to the testing of transport equipment, with a section on the dynamic longitudinal impact test for portable tanks and multiple-element gas containers;
- A revised Appendix 5 (Example of test methods for vent sizing).
Amendment 2 to the 4th revised edition
At its third session (14 December 2006), the Committee of Experts adopted a new set of amendments (ST/SG/AC.10/34/Add.2) which was published separately as Amendment 2 to the fourth revised edition of the Manual of Tests and Criteria. These amendments include:

Amendments to the assignment procedure for ammonium nitrate emulsion, suspension or gel, intermediate for blasting explosives;

Amendments to the specifications and quality control of steel tubes used in the Koenen test;

The addition of a modified vented pipe test; and

-

Amendments reflecting the inclusion of separate entries for lithium metal batteries and lithium ion batteries.
