ADR: SUPPLEMENTARY REQUIREMENTS CONCERNING THE CARRIAGE OF EXPLOSIVES IN THE UNITED KINGDOM

In accordance with paragraph 1.9.1 of ADR, I am writing to inform you of additional requirements concerning the carriage of Class 1 articles and substances by vehicles operating within or entering the United Kingdom. These further requirements are permitted under Article 4, paragraph 1 of the European Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR).

All vehicles carrying Class 1 articles or substances are required to carry a driver's assistant in addition to the driver except in the following cases:

a. where the vehicle is part of a convoy of more than two vehicles and where the first and last vehicles in the convoy carry an assistant;
b. where the vehicle is carrying only UN 0336 fireworks in amounts not exceeding a net explosive mass of 5,000 kg;
c. where the vehicle is carrying only explosive articles or substances of 1.4S; 
d. where the vehicle is carrying articles or substances within the maximum total quantity limits set out in the table of paragraph 1.1.3.6.3 of ADR;


In certain other circumstances it may be possible to replace the requirement for a driver's assistant with other measures allowing an equivalent degree of security. Such measures must be agreed with the United Kingdom competent authority in advance.
