Simon Webb completed in July a guide on high-level crisis management for the UK Government, drawing on his experiences as a Director-General in several Departments 2001 to 2010. At the Department for Transport 2004-9, he was champion for Better Regulation leading simplification of airport regulation and land-use planning for infrastructure. Simon recently became an Executive Director of the Nichols Group, which specialises in large infrastructure projects (such as the Crossrail railway under London) and change initiatives.

A Brazilian perspective

Mr.Gustavo Kuster
Conformity Assessment Manager of Inmetro
since 2004. Inmetro is responsible for regulations on conformity assessment procedures in Brazil. Mr. Kuster represents Inmetro in various international and regional forums on conformity assessment, such as Mercosur, the ISO CASCO and other forums of conformity assessment. Since late 2009 INMETRO began the implementation of regulatory impact analysis (RIAs) for new regulations for conformity assessment and has already developed 12 RIA.

World Bank Group - Investment Climate Advisory Services

Florentin Blanc is a World Bank Group consultant on regulatory reform. He is in charge of developing best practice in business inspections reform. He has been leading or supporting inspections reform work in ten countries, ranging from Cambodia to Peru through Kenya, and with a particular focus on the Former Soviet states (Central Asia, Caucasus and Eastern Europe). He is also involved in research work on this topic both within the World Bank Group and at the University of Leiden (NL). In addition to his work on business inspections, he has also been actively involved in reforming permits and licensing regimes. Before his work at the Bank, Florentin had a first career as a teacher and lecturer, and then worked several years in an international development NGO in Central Asia.

Chairman of the tripartite IEC-ILAC-IAF Steering Committee. After more than thirty years in the field of Conformity Assessment Programmes in 1999 he was elected and appointed Executive Secretary of the IECEE, the flagship Conformity Assessment System of the IEC and joined the International Electrotechnical Commission’s Central Office in Geneva, Switzerland.

Member, Risk and Regulation Advisory Council, UK. Before going independent in 2007 as a consultant in Regulation and Policy, he was Director General for Law and Regulation in the UK’s Department for Environment, Food and Rural Affairs. Amongst his recent consultancy work, he has been advising Brazil’s technical standards regulator, Inmetro, on applying Impact Assessment to Conformity Assessment Procedures, in conjunction with the University of Sao Paulo.

Ad interim coordinator of the UNECE Group of Experts on Risk Management in Regulatory Systems, he works as a consultant in a UNECE project to identify regulatory barriers to trade. At the Growth Trajectory Consulting Company since 2003, he has completed several projects to help service companies raise business efficiency through the application of international standards. He has a PhD in Economics, is a certified ISO/IEC 9001:2008 Auditor and Certified Project Manager. He authored a book on Risk Management and numerous articles on information security and project portfolio management.
