FORESTS
- COMMON BENEFITS
SHARED RESPONSIBILITIES, MULTIPLE POLICIES
Riga, Latvia, 17-19 October 2005
The
workshop was organized by the MCPFE Liaison Unit/Warsaw
in cooperation with UNECE/FAO Timber Branch and the
Governments of Switzerland and Latvia.
The
workshop was undertaken in response to Vienna
Resolution 1, in which the ministers responsible for
European's forests recognized the need for strengthened
synergies for sustainable forest management in Europe
through cross-sectoral cooperation. The importance
of cross-sectoral cooperation has also been stressed
in the UNECE/FAO European Forest Sector Outlook Study
(EFSOS).
The workshop aimed to tackle the complex cross-sectoral
issues at a level of policy formulation. In order
to stimulate cross-sectoral discussion during the
workshop, the organizers invited not only foresters
but also specialists from other fields, such as: energy,
agriculture and rural development, nature conservation,
water management, financial sector, and trade and
globalization.

Objectives
of the workshop:
Improve understanding of major political developments
as well as changes outside and within the forest
sector that have led to the necessity of cross-sectoral
networks;

Enhance understanding of how policies and strategies,
developed in other sectors, influence the forest
sector and vice versa;
-
Analyse selected cross-sectoral issues, actors and
interactions, especially concerning the forest sector
and policies for energy, nature conservation, trade
and globalization, financial sector, agriculture
and rural development;

Identify ways of coordination, cooperation or integration
for each selected policy sector; and
-
Explore
examples of cross-sectoral networks, processes and
partnerships.
