For a Statistical Office to become a responsive public information provider, it is essential that it responds to user feedback. However, consulting users and reacting to their needs does not mean that objectivity should yield to business considerations. Too much influence from lobby groups deteriorates statistical information that would often be best left uncontested. The Fundamental Principles of Official Statistics are always applicable, and Statistical Offices also have to be pro-active in providing information on societal matters and developments in order to promote existing and up-coming issues.
In light of this precaution, the dialogue between users and producers of gender statistics is necessary for the improvement of existing gender statistics and statistical products as well as for the development of new indicators. Once users of gender statistics have been identified, there are various means of consulting them.
In the event that little information exists about user needs for gender statistics, explorative studies can be carried out using methods such as group discussions, interviews, brainstorming sessions, expert groups, etc. Desk studies such as analysing national and international policy programmes or gender activities in other countries can also help discover gender issues and needs for gender statistics in a country.
After a gender statistical product has been realised, users can be asked for their feedback. A reader/user survey included with the product can help achieve this. Known users can be invited to a meeting to discuss the statistical product(s) and their needs for additional information. A continuous dialogue with known and potential users has to be enhanced through the presence of the Statistical Office at conferences and expert meetings. Similarily, press briefings and press conferences can be helpful in receiving feedback from the media.
