Note prepared by the secretariat
1. In November 1994 the secretariat sent a letter to approximately twenty-five intergovernmental and non-governmental organizations engaged in statistically related activities in the ECE region, and requested them to fill in the inventory matrix for their organizations reflecting the ordinary situation concerning resources by types of activities for the 1995 calendar year period.
2. Responses were received from the following 12 organizations: Eurostat; OECD; Statistical Committee of the Commonwealth of Independent States (CIS STAT); FAO; ILO; Unesco, World Meteorological Organization; INSTRAW; World Bank; World Trade Organization; World Customs Organization; and the ISI. The responses are reproduced in this report together with similar types of information for the ECE's Conference of European Statisticians.
3. A description of the intended meaning of selected items in the inventory matrix is given below:
Work designed to improve the international comparability of national statistics through the development of recommendations or guidelines on harmonized statistical concepts, definitions and classifications.
Work servicing users of international statistics who are internal to the reporting institution, mainly for purposes of study and analysis in the framework of the overall work programme of the institution.
All activities to obtain data for inclusion in statistical bulletins of any periodicity, statistical yearbooks or other statistical publication of the reporting institution.
Work aiming at the conclusion of cooperation projects and programmes benefitting the statistical offices of transition countries in Central and Eastern Europe, or participation in such projects and programmes. Technical cooperation with other than transition countries in central and Eastern Europe is not broken down by subject-matter area, but is to be included in row 17 in connection with the different types of work distinguished in the matrix.
The regular budgetary resources affected to each subject-matter area specified in row headings across all types of work distinguished in the matrix.
The item covers all activities in view of international cooperation that relate to questions of statistical policy or decision-making at the highest level in national and international statistical offices. Also included is the administrative work ('overheads') of the statistical service of the reporting institution.
The term covers statistics of balance of payments, of government finance and of money and banking.
Work relating to all statistical subject-matter fields that are not covered by the row items included in the matrix. Work related to cooperation with Central and Eastern European transition countries is shown in column 4 with the corresponding breakdown by subject-matter area.

a/ The resources shown are based on a resource base of 29 full-time posts (15 professional posts and 14 general service posts) in the ECE Statistical Division that are available to service the programme of work of the Conference of European Statisticians. This resource base amounts to a total of 348 work months, which excludes the following additional resources in the Statistical Division which are used for purposes not directly related to the programme of work of the Conference:
i) 6 regular budget posts (4 professional, 2 general service posts) in the Information Services Unit which are used to provide EDP service functions to other ECE divisions;
ii) 3 regular budget general service posts in the Cartographic Unit, which are used to provide cartographic and graphical support to all parts of the ECE that produce publications;
iii) 1 regular budget professional (Regional Adviser) post which is used to provide assistance to countries in transition in the field of economic statistics); and
iv) 2 extra-budgetary posts (1 professional and 1 general service post), which are used to provide assistance to countries in transition in the field of social and demographic statistics.

2/ Meteorological, climatological, oceanographic and hydrological data are collected by national meteorological services and are archived at and disseminated by national, regional and global data centres: There are three World Meteorological Centres (in Melbourne, Australia; Moscow, Russia and Washington, USA), two World Data Centres (in Asheville, USA and Obninsk, Russia) and the Global Runoff Data Centre in Koblenz, Germany. Atmospheric composition data are collected at the World Data Centre for Greenhouse Gases in Tokyo, Japan, at the World Ozone Data Centre (ozone and UV-B), and at the World Radiation Centre (St. Petersburg, Russia. Global aerosol and precipitation chemistry data are collected in Italy and USA.

Explanatory notes to INSTRAW's submission
1. This includes: (i) INSTRAW's contribution to the INSTRAW/ECE/STATISTICS SWEDEN publication on "Statistics on Women and Men"; and (ii) resources allocated for the INSTRAW/ECE Work Session on Gender statistics scheduled for 6-8 March 1995.
