The Bureau reviewed the strategic issues in population statistics in February 2007. The discussion focused on producing accurate population benchmark figures, including the particular difficulty of measuring migration. The discrepancies in population figures provided by national and international statistical offices were addressed. The CES recommendations for the 2010 censuses of population and housing had been just published in 2006. The Bureau asked for documenting best practices in the production of demographic projections and post-census revision of population estimates, for which a Terms of Reference was drafted.
Outcome of the review
In June 2008, a CES seminar on measuring population movement and integration in a globalized world took place.
In February and October 2008, the Bureau discussed the Terms of Reference for a Task Force on population projections. The Bureau decided not to set up a Task Force in view of the limited number of offers to participate in the work. Instead, the Bureau decided to continue the active work programme under the CES on migration and censuses as planned.
UNECE continued to be involved in the area of population projections as a co-organiser of the meetings on demographic projections with Eurostat (2010, 2013).
UNECE has recently set up a Census Wiki including information and material on census taking in different countries and a selection of papers on census methodology. Training videos on population and housing censuses are available on the web.
In February 2012, the UNSC urged the regional commissions to continue to promote the exchange of country experience. The June 2012 CES seminar discussed challenges for future population and housing censuses based on lessons learned from the last census round. The seminar provided input to the UNSC work on population and housing censuses.
In November 2012, the Bureau set up a Steering Group and Task Forces on specific subjects to develop the recommendations for the 2020 round of population and housing censuses. Between November 2012 and October 2013, the Steering Group and the Task Forces have been working on the review of the 2010 census round and the preparations for the 2020 census round, according to the work plan adopted by the CES at its June 2012 Plenary session.
