The Bureau reviewed in depth statistics on labour cost in October 2008. The previous report on labour statistics by ILO in 2005 made a number of interesting points and recommended some actions on labour costs. In June 2009, the Conference discussed the outcome of the review.
Outcome of the review
No activities were launched under the Conference. In June 2009, the Conference requested the Bureau to follow up on the activities undertaken by international organizations in this area and review the topic in the future if necessary.
Many concerns highlighted in the paper were addressed by the revised recommendations on the Measurement of working time, endorsed by the 18th International Conference of Labour Statisticians (ICLS).
At the same time, OECD implemented projects on the standardization of average annual hours worked, published unit labour cost indicators and studied the methods and procedures used for integration of labour input measures in the national accounts of OECD member countries.
