The Bureau reviewed global manufacturing in-depth in November 2011, and considered globalization as a core area of work for the CES. They saw a need to address the unresolved conceptual issues arising from the 2008 SNA and the Balance of Payments Manual, 6th edition with practical guidelines. The Bureau set up a Task Force on Global Production and a Steering Group on national accounts. The Bureau expressed concern about the broad and complex scope of work, and requested the Task Force to establish a priority list of issues and ensure wide global consultations during its work.
Outcome of the review
The Task Force organized an interim meeting on global production in Geneva from 3 to 4 April 2013 for the UNECE/Eurostat/OECD group of experts on national accounts to discuss the draft chapters. The Task Force will provide a progress report to the Bureau in October 2013. Subject to the advice of the Bureau, the Task Force will continue its work with the aim of submitting its final report to the CES members for consultations in 2014 and to CES for endorsement in 2015.
Eurostat set up a Task Force on goods sent abroad for processing in 2011 to study the main consequences of the new treatment of goods sent abroad for processing, identify the need for new data sources; to promote the exchange of experiences and to propose some practical solutions to the main difficulties encountered during its work. The Task Force on global production is in close cooperation with this group.
