Technical Cooperation

General information

Coherent, reliable and internationally comparable statistics are crucial for monitoring the social and economic progress of a country. Technical cooperation aims to strengthen the national capacity of countries to effectively implement international standards and good practices in the production of economic, social, demographic and environmental statistics in accordance with the Fundamental Principles of Official Statistics (FPs).

Activities, meetings & events

UNECE technical cooperation activities provide senior government officials and professionals from South East European (SEE) and Eastern Europe, Caucasus and Central Asia (EECCA) countries with high-level expertise in the field of statistics. Advisory missions, training workshops and other technical cooperation activities are demand-driven, meaning that they are conducted in response to countries’ requests for assistance to improve their statistical capacity.

UNECE technical cooperation activities rely heavily on recent reviews of national statistical systems. These reviews, called Global Assessments (GAs), are conducted jointly by UNECE, the Statistical Office of the European Union (Eurostat) and the European Free Trade Association (EFTA), and provide detailed recommendations for the further development of statistical capacities in EECCA and SEE countries.

In the framework of the United Nations Special Programme for the Economies of Central Asia (SPECA) a Programme Working Group on Statistics (SPECA-PWGS) has been established. The Working Group is in charge of the coordination of statistical capacity-building programmes in the sub-region as well as promoting the exchange of national best practices, undertaking benchmark studies and stimulating the establishment of an active network of experts.

Coordination and partnership

The UNECE Regional Adviser in Statistics coordinates and ensures the compatibility of technical cooperation activities carried out by other professional staff of the Statistical Division, e.g. on population censuses, gender statistics, national accounts, sustainable development, and implementation of the Fundamental Principles of Official Statistics. The adviser also acts as a rapporteur to the Executive Committee (EXCOM) of the United Nations Economic Commission for Europe and the Conference of European Statisticians (CES) on technical cooperation activities carried out by the Statistical Division.

To accomplish these tasks in an efficient and effective way, linkages are developed with other institutions and organizations active in the field of statistics in the region, such as the Statistical Office of the European Union (Eurostat), the European Free Trade Association (EFTA), the World Bank (WB), Organisation for Economic Co-operation and Development (OECD), International Monetary Fund (IMF), the International Labour Office (ILO), the Interstate Statistical Committee of the CIS (CIS-STAT), the United Nations Statistics Division in New York (UNSD),  United Nations Population Fund (UNFPA), United Nations Development Programme (UNDP)  and other multilateral and bilater organizations.
