Review paper by Ukraine and Eurostat
The Bureau reviewed poverty statistics in November 2012, and concluded that addressing poverty measurement is urgent considering the on-going public discussions. There is no forum for solving the lack of common definitions, methodologies and indicators for the monitoring of poverty. The Bureau decided to organise a one-off event with OECD and CIS-STAT to discuss ways to improve poverty measurement.
Outcome of the review
The seminar on “The way forward in poverty measurement” was held on 2-4 December 2013.
The Bureau established a Task Force on poverty measurement in January 2014 to develop guidelines for improving comparability and availability of statistics on poverty.
The EU countries have a set of indicators for poverty monitoring based on the data from the EU Survey on Income and Living Conditions (EU-SILC). An 'at risk of poverty or social exclusion' indicator, sourced from the EU-SILC, is used for monitoring the Europe 2020 Strategy.
The World Bank provides an online poverty analysis tool, PovcalNet, which is the source of, and allows users to replicate, the World Bank's global, regional and country level poverty estimates.
