Background information

In September 2015, United Nations Member States adopted the 2030 Agenda for Sustainable Development, consisting of 17 Sustainable Development Goals (SDGs). For the first time in history, road safety is on the global development agenda, reflected in SDG target 3.6 “by 2020, halve the number of global deaths and injuries from road traffic accidents”, and SDG target 11.2 “by 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety.”

Building on this, the 70th session of the United Nations General Assembly adopted resolution A/RES/70/260 on “Improving Global Road Safety" in April 2016. The resolution requested that the United Nations Secretary-General consider the possibility of establishing, from voluntary contributions, a United Nations Road Safety Fund. Following its adoption, UNECE, as the host of UN Road Safety Conventions, was tasked by the Secretary-General to lead the development of a proposal for the establishment of a UN Road Safety Fund, in collaboration with the Secretary-General’s Special Envoy for Road Safety and relevant stakeholders.

As a result, a draft proposal for a UN Road Safety Fund was developed and launched for consultations in November 2016 during the Global Sustainable Transport Conference (Ashgabat, Turkmenistan). Consultations have taken place with various stakeholders and Member States including at the 79th session of the UNECE Inland Transport Committee, held on 21-24 February (Geneva, Switzerland).
