DUTIES AND RESPONSIBILITIES:
Under the guidance of the Executive Secretary, the incumbent deputises for the Executive Secretary, when required represents her at meetings, and delivers statements and messages on her behalf. He/she assists and advises the Executive Secretary in the executive direction and management of the Secretariat. He/she supervises operational activities, including those which involve several countries and divisions of ECE. He/she maintains external relations related to operational activities of ECE with Permanent Representatives and their Counselors as well as with government representatives and senior officials or representatives of both UN and non-UN international organizations and European institutions involved in these activities. He/she coordinates ECE programme activities and interagency co-operations delegated by the Executive Secretary. The incumbent also carries out special assignments as requested by the Executive Secretary on an ad hoc basis.
COMPETENCIES AND SKILLS
Advanced university degree in economics, international relations or international law. Very extensive, progressive and diversified professional experience in the organization of intergovernmental co-operation on economic problems. Knowledge of international economic and political relations, particularly between countries of the ECE region. Demonstrated ability to conduct operational activities, to set priorities and to clearly communicate with staff and external partners. Experience at the national and international level desirable.
LANGUAGES
Fluency in English or French with good working knowledge of the other language. Excellent knowledge of Russian highly desirable. Knowledge of other United Nations official languages an asset.
