Promotion of youth entrepreneurship is increasingly regarded by many decision makers as a means to reduce youth unemployment, but also as a way to close the gap between demand and supply of skills in the light of a rapid technological change. In most of the countries of the region, governmental structures created to promote youth employment and entrepreneurship are relatively new, and there is an obvious need to asses the result of implementation of Government policies and measures, as well as numerous private and non-governmental initiatives, targeting youth. The UNECE two year programme is focusing on promoting youth entrepreneurship within the framework of a larger programme component, such as Industrial Restructuring, Enterprise Development and Entrepreneurship. Within this framework, youth entrepreneurship is seen as a means of alleviating the risk of poverty in declining industrial areas, as well as means of utilizing the potential of young people in developing new and high value industrial activities in such regions
