This in-depth review provides an overview of conceptual and measurement challenges and country practices and a summary of international activities and highlights the need for guidelines for the measurement of well-being for countries that produce or consider producing well-being indicators. Section VIII of the document summarizes the discussion of the CES Bureau and its decisions in February 2023.
