Georgia and Turkey kick-start eTIR pilot project

The launch of an eTIR pilot project between Georgia and Turkey kick-started in Tbilisi, Georgia, on 5 March. The aim of this project is to further facilitate legitimate trade and transport between both countries through an extended use of information and communication technologies and to increase cooperation between the customs authorities concerned, by means of customs-to-customs electronic exchange of TIR-related information. The pilot project will be supported and partly financed by the United Nations Development Accounts (UNDA) project: “Strengthening the capacities of developing countries and countries with economies in transition to facilitate legitimate border crossing, regional cooperation and integration”.


The exchange of information will allow customs authorities to carry out risk analysis prior to the arrival of the goods in order to facilitate and expedite customs procedure for goods travelling under cover of TIR Carnets to, from and through Georgia and Turkey.   Furthermore, the authorization of the transport operators will be checked against the International TIR Database hosted at UNECE. The pilot project will demonstrate, at a reduced scale, the practical feasibility of fully computerizing the TIR transit procedure, and, possibly, identify areas for improvement.  At the meeting, the representatives of the Georgia Revenue Service, the Ministry of Customs and Trade of the Republic of Turkey and of UNECE were all very positive about the objectives of the pilot project and confident that the project goals can be reached before the end of 2015. As a next step, both customs administrations will proceed with signing a Memorandum of Understanding (MoU).
