The 2030 Agenda for Sustainable Development seeks to ensure that “all human beings can fulfil their potential in dignity and equality and in a healthy environment”. A collective journey on which – as member States have pledged - no one will be left behind. It is therefore important to ensure that the situation and concerns of older persons are considered, along with all other population groups, and addressed in the national implementation and review processes of the 2030 Agenda.


The objective of the policy seminar is to provide a dedicated space for in-depth discussion, experience exchange and peer learning in a policy area of interest to the implementation of the Lisbon Declaration. It responds to the aim of the Working Group on Ageing (WGA) to “promote international cooperation, exchange of experience and policy discussion on ageing”.

The 2030 Agenda and its national-level implementation, follow-up and reporting provides a policy case study for mainstreaming ageing. It will be explored during this policy seminar, providing space for experience sharing on the opportunities and barriers encountered within national processes. The seminar seeks to foster cross-county learning on how to ensure that ageing is integrated in national sustainable development strategies and policy measures.

The policy seminar will also provide an opportunity to prepare for the 2019 Regional Forum on Sustainable Development that will be organized by UNECE on 21-22 March 2019 under the theme of “empowering people and ensuring inclusiveness and equality”. This provides an excellent opportunity for inputs by the UNECE WGA to this regional process. 2019 will see the in-depth review of Goals 4 (Quality Education), 8 (Decent Work and Economic Growth), 10 (Reduced inequality) and 16 (Peace, Justice and Strong Institutions) amongst others that have a relevant link to the objectives of the Lisbon Ministerial Declaration, such as the promotion of life-long learning, employment opportunities for older workers, tackling gender pension gaps, and addressing elder abuse, to name but a few.

Target Group

The policy seminar is designed for national focal points on ageing attending the annual working group meeting, national SDG coordinators, civil society representatives and other stakeholders.

Expected Result

New insights on mainstreaming ageing gained through peer learning. Participants will also gain greater awareness of the linkages between the Madrid International Plan of Action on Ageing and its Regional Implementation Strategy and the 2030 Agenda on Sustainable Development.
