The Strategic Framework for Adaptation to Climate Change in the Neman River Basin

The Strategic Framework for Adaptation to Climate Change in the Neman River Basin has been developed under the international project “River Basin Management and Climate Change Adaptation in the Neman River Basin” . The Project was implemented between 2012 and 2014 under the Program of the United Nations Economic Commission for Europe (UNECE) and with support from the international Environment and Security Initiative (ENVSEC) and the United Nations DevelopmentProgram (UNDP) in the Republic of Belarus.
The main goal of the Project was to improve the integrated management of water resources using the basin approach in the climate change context, on the example of the Neman River. The Project has facilitated the development of transboundary cooperation between the Neman River Basin countries. It was a part of the UNECE Program of pilot projects and used existing platforms for sharing experience between projects and other similar initiatives aimed at developing cooperation for climate change adaptation in transboundary basins.
The Strategic Framework summarises the main results of the project and includes a list of main potential adaptation measures developed, based on an assessment of the possible impacts of climate change on various types of natural resources and industries within the context of their relation to the severity of the impact on water resources. The damage and risks associated with adverse events of climatic variability may not only be reduced, but also specific economic benefits may be derived from the positive effects of this variability, provided that these measures are competently developed and implemented in a timely manner through specific activities and projects.
