Acting Chair: Mr. Jonas Ebbesson (Sweden)

Mr. Jonas Ebbesson is Professor of Environmental Law, Dean of the Faculty of Law, and Director of Stockholm Environmental Law and Policy Centre, at Stockholm University. In his research, Mr. Ebbesson essentially focuses on transboundary dimensions of environmental law. He has written substantially about legal aspects on public interests, public participation and access to justice in environmental law. This includes comparative work on access to justice in environmental matters in the EU, and studies on the notions of public participation and environmental impact assessments in international law. He also conducts research on responsibility for transnational corporations for harm to health and the environment, on justice aspects of environmental law, and on law and social-ecological resilience. He has acted as consultant for various governmental, intergovernmental and non-governmental bodies as well as for law firms and environmental consultants.

 

 

Acting Vice Chair: Mr. Alexander Kodjabashev (Bulgaria)

Mr. Alexander Kodjabashev is a Senior Partner specializing in environmental law matters at Dobrev & Partners in Sofia, Bulgaria. Mr. Kodjabashev is the founder of the Bulgarian Association of Municipal Environmental Experts, and is a member of the Environmental Law Alliance Worldwide and Environmental Lawyers from Central and Eastern Europe. Mr. Kodjabashev was the legal advisor to the National Ecological Ecofund, where he oversaw the assessment of the legal aspects of financing for public-private partnership projects. In addition, Mr. Kodjabashev developed a legislative framework for the creation of the Water Regulatory Body in Bulgaria as well as a legal scheme for implementing the SAPARD programme for agricultural activities in Bulgaria. Mr. Kodjabashev attended the University of Sofia and obtained his law degree from the Robert Schumann University (now University of Strasbourg) in France.

Ms. Fruzsina Bögös (Hungary)

Ms. Fruzsina Bögös works as an administrative judge at the Budapest-Capital Administrative and Labour Court in Hungary, specializing in environmental court cases. Ms. Bögös is the leader of the Working Group for Environmental Issues at the Budapest-Capital Administrative and Labour Court. Since 2015 Ms. Bögös has been working as the secretary-general of the European Union Forum of Judges for the Environment where she has been a member since 2012. In May 2017 Ms. Bögös was one of the founding members of the Global Judicial Institute on the Environment.

 

 

Mr. Marc Clément (France)

Mr. Marc Clément is administrative judge at the Administrative Court of Appeal of Lyon (France). Since 2014 he has been a member of the French Environmental Authority (Autorité environnementale) and from 2015 a member of the Deontological Committee of the Institut de Radioprotection et de Sûreté Nucléaire (Nuclear safety). He is a member of the working group “Environment” of the Association of European Administrative Judges (www.aeaj.org), a member of the EU Forum of Judges for the Environment (www.eufje.org), and a founding member and member of the Council of the European Law Institute (www.europeanlawinstitute.eu). He has been invited as a speaker to many international conferences on the environment and is a recognized expert in environmental law, participating in many international cooperation projects (China, Indonesia, Serbia). He has published many articles related to environmental law (waste law, biodiversity).

 

Ms. Heghine Grigoryan (Armenia)

Mrs. Heghine Grigoryan is a lecturer of Environmental Law at the Faculty of Law, Yerevan State University (YSU). She also works as a research fellow at the Environmental Law Resource Centre of YSU. Since 2009, Mrs. Grigoryan is a member of Armenian Bar Association and “Environmental Public Advocacy Centre” (EPAC) NGO – the first public interest environmental NGO established in Armenia. As an environmental law expert she has participated in various projects within the framework of USAID, OECD,ENPI FLEG, UNDP-GEF and other international organizations. Mrs. Grigoryan has authored and co-authored more than 15 scientific articles and 2 books. In 2009 Mrs. Grigoryan obtained her Master’s Degree in Civil Law and Civil Procedure at YSU. Currently she holds a PhD in Public Law.

 

 

Mr. Jerzy Jendrośka (Poland)

Mr. Jerzy Jendrośka is the Managing Partner of Jendrośka Jerzmanski Bar & Partners, which is an environmental law firm based in Poland; and Adjunct Professor of European and International Law at Opole University, and of Environmental Law at Wroclaw University.Mr. Jendrośka has been involved in the Aarhus Convention process since the very beginning, including serving as the Vice-chair of the Aarhus Convention negotiations (1996-1998), as the Secretary to the Aarhus Convention (1998-1999) and as the vice-Chair (1999-2002) and later the Chair (2002-2003) of the Aarhus Convention Bureau. In addition, Mr. Jendrośka serves as an arbitrator at the Permanent Court of Arbitrage in the Hague (since 2002) and as a member of the Implementation Committee of the Espoo Convention (since 2004). Mr. Jendrośka has authored or edited about 28 books and 250 articles on environmental law. Mr. Jendrośka obtained his Master of Laws from Wroclaw University and  Ph.D. from the Institute of Law at the Polish Academy of Sciences in Warsaw. Mr. Jendroska also received a Diploma in International Law from the Vienna University Summer School.

 

 

Mr. Peter Oliver (United Kingdom)

Mr. Peter Oliver is a former Legal Advisor to the European Commission, where he pleaded a very large number of cases before the Court of Justice of the EU in addition to his advisory work.  He worked on a broad range of areas of EU law, including the environment and more specifically the Aarhus Convention.   Today, he is a member of the Bar of England and Wales and of the Brussels Bar. He is also a Visiting Professor at the Université Libre de Bruxelles and has written widely on several areas of EU law, particularly the internal market, and on the European Convention on Human Rights. 

 

Ms. Áine Ryall (Ireland)

Ms. Áine Ryall teaches and researches environmental law, European Union law and tort law at the School of Law, University College Cork, Ireland. She holds a PhD from the European University Institute, Florence.  She is also a barrister and was called to the Irish Bar in 1995. Her research interests are primarily in the fields of international and EU environmental law, in particular access to environmental justice, implementation of the Aarhus Convention, environmental impact assessment, access to information and environmental law enforcement.

 

Mr. Dmytro Skrylnikov (Ukraine)

Mr. Dmytro Skrylnikov is Attorney and Head of the Bureau of Environmental Investigation, Ukraine. Dmytro Skrylnikov is a lawyer with more than 22 years of experience in the field of environmental law, public interest environmental litigation and other environmental issues including environmental policies, environmental assessment  and environmental awareness-raising activities, waste management and prevention of the illegal movement of hazardous waste. He graduated from the Lviv National University named after Ivan Franko and since 1994  has been involved in the public sector activities related to environmental law and protection of environmental rights.

He has a good knowledge and experience in the field of implementation of the Aarhus, Espoo, Carpathian, Basel Conventions, PRTR and SEA Protocols and some other multilateral environment agreements (e.g. Stockholm Convention on POPs). For many years he has been involved with OSCE, UNECE and other international organisations as a consultant on different tasks related to the Aarhus, Espoo, Basel Conventions, the PRTR protocol and other environmental issues. He is a member of the IUCN Commission for Environmental Law (CEL), a member of the Environmental Law Alliance Worldwide (E-LAW) and a member of the Association of Environmental Law of Central and Eastern Europe and the Newly Independent States (GUTA Association). Since 2014 he is a Member of the Compliance Committee of the PRTR Protocol.
