Richard Gowland has worked for over 35 years in the chemical industry, initially in major plant construction but mostly in the field of process safety. His work has included project hazard analysis and risk management at chemical sites around the globe. He has been a member of or delegate on European Commission technical work groups for guidance on the EC Seveso Directives on the control of major-accident hazards involving dangerous substances.
Since 2004, Mr. Gowland has been Technical Director of the European Process Safety Centre. He chaired a team sponsored by the United Kingdom’s Health and Safety Executive to produce good practice on risk assessment for fuel storage sites, following the explosion at the Buncefield Oil Storage Depot, the country’s most costly industrial disaster and the cause of the largest fire in Europe since World War II. Mr. Gowland is currently contributing to UNECE work on safety guidelines for oil terminals.
