Twenty-second Session of the Working Party on Regulatory Cooperation and Standardization Policies (WP.6)

Mr. Frans Vreeswijk, became IEC Deputy General Secretary on 1 March 2012 and will assume his full role as General Secretary and CEO on 1 October 2012 at the Oslo General Meeting. Prior to joining IEC Central Office, he worked for 30 years for Philips in the Netherlands, Austria and the USA, notably in research, healthcare and consumer electronics areas. He was President of the IEC Dutch National Committee (NEC) and has served on the IEC Council Board and Standardization Management Board as well as representing the Netherlands in the European Committee for Electrotechnical Standardization (CENELEC).

Mr. Kevin W Knight, is well known through his very active work in explaining and encouraging the use of Standards with respect to the management of risk. He is a founding member of the Standards Australia/Standards New Zealand Joint Technical Committee that produced the original AS/NZS 4360 Risk Management Standard in 1995 and its subsequent revisions in 1999 and 2004. Kevin was Convenor of the International Organisation for Standardisation (ISO) Working Group that produced ISO/IEC Guide 73:2002 – RM Terminology and he Chaired the ISO Working Group that developed ISO 31000:2009 Risk Management — Principles and Guidelines and the revised ISO Guide 73:2009 Risk Management Vocabulary published in November 2009. He currently Chairs ISO Technical Committee 262 - risk management.

Mr. Henk de Vries, Associate Professor of Standardisation at the Rotterdam School of Management, Erasmus University, Department of Management of Technology and Innovation. Research and teaching focus on standardisation from a business point of view.

Dr. Frank Lienesch received his Diploma of Electrical Engineering at the Technical University of Braunschweig, Germany. He has been employed by the Physikalisch-Technische Bundesanstalt (PTB) since 1994, a notified body in Europe for testing and certification of electrical and non-electrical equipment for hazardous areas where he worked at the beginning on a PhD about the ignition of electrical discharges in explosive environments. Since 2003, he is the head of the Working Group "Explosion Protected Electrical Drive Systems" in the PTB. Dr. Lienesch is involved in several IEC standards committee primarily TC 31 WG 27 and he is the chairman of the national group for explosion protected electrical drive systems. He represent the Federal Ministry of Labour an Social Affairs with respect to the ATEX-Directive and the UNECE WP.6.

Mr. Dan Roley is currently enjoying his 16th year in the Caterpillar corporate Standards and Regulations Department. He started at Caterpillar in 1975 after receiving a Ph.D. in engineering with a major in ergonomics from the University of California. His first research projects at Caterpillar were in the ergonomics and whole body vibrations areas, where he developed ergonomic guidelines for earth-moving machines and provided technical input for the ISO/TC 127 standards for ergonomics and seat vibrations.
From 1981 to 1982, Dan worked at the INRS Vibration Laboratory in France as a participant in the USA-France Exchange of Scientists Program. After that he worked as the Project Leader for the test and development of new machines used for earth moving, agriculture and forestry. From 1992 to 1996 Dan worked out of the Caterpillar European office in Geneva, Switzerland as the International Research Manager. He also worked for two years at the Caterpillar Technical Center as the Ergonomics Program Manager.
Since 2002 Dan has been the chair of ISO/TC 127 for Earth-Moving Machines.

Mr. Per Döfnäs has worked for Ericsson since 1979, working with product specifications and verification for compliance with applicable technical regulations worldwide. He has also worked with international standardization in the area of electromagnetic compatibility and speech transmission quality, mostly in ETSI and ITU-T.
For more than 15 years Per Döfnäs has been engaged in initiatives related to the shaping of product regulation as well as reduction of technical barriers to trade for products within the electrical/electronics sector. Since 8 years he is responsible for general matters related to Technical Regulations within the Ericsson Group.

Ms. Anna Camboim is an Information scientist, also post graduated in Knowledge Management, currently working for the Quality and Conformity Assessment branch at the National Institute for Metrology, Quality and Technology (Inmetro), as technical advisor for the director. Among her duties, she coordinated the Regulatory Impact Assessment project and currently she is working on the Risk Management Deployment in Inmetro. Formerly, at the International Affairs branch, as chief of the Brazilian Enquiry Point for the TBT Agreement/ WTO, coordinated the “Alerta Exportador” System development and deployment, which was a prizewinner on the Innovation Prize, from the Federal Administration School at the Ministry of Treasure. She is also a professor at the Fundação Getúlio Vargas (FGV) in the MBA for Foreign Trade, as well as at the Master Course offered by Inmetro in Conformity Assessment and Standardization.

Mr. Alexander Hunt is a Branch Chief in the Office of Information and Regulatory Affairs (OIRA) within the U.S. Office of Management and Budget (OMB). As Chief of OIRA’s Information Policy Branch, he is responsible for the development and oversight of the U.S. government’s policies and practices relating to open government, privacy, records management, standards, and related information policy issues. Mr. Hunt also helps to lead the U.S. government’s regulatory cooperation initiatives with Canada, Mexico, and the European Union, and he currently serves as the U.S. delegate to the OECD Regulatory Policy Committee and the APEC Economic Committee. Previously, he was involved in OIRA’s oversight of regulatory and information policies of the Departments of Transportation, Homeland Security, and Treasury. He received a bachelor’s degree in International Relations with honors from Occidental College and a Master of Public Administration from Columbia University’s School of International and Public Affairs, where he was also an International Fellow.

Dr. Tineke M. Egyedi is board member and the former president of the European Academy for Standardization (EURAS) and a former chair of the International Cooperation for Education about Standardization (ICES). Currently, she works as a senior researcher on standardisation and on next generation infrastructures at the department of Technology, Policy and Management of the Delft University of Technology. In addition, she is e.g. founding director of the Delft Institute for Research on Standardization; member of the UN/ITU-T Focus Group 'Bridging the Gap: From Innovation to Standards’; and fellow of the Open Forum Academy. Together with United Knowledge, she developed the simulation exercise ‘Setting Standards’ that is used in university courses, by practitioners (e.g. Dutch land registry agency), standardizers (Chinese future chairs of ISO committees), and policy makers (e.g. United States government officials, hosted by NIST). The book she edited with Donna Mehos ‘Inverse Infrastructures: Disrupting Networks from Below’ (2012) is raising much interest. For more information, please consult her website.

Ms. Sandra Feliciano works with Quality Management and Standardization since 1997, particularly on its application to complex environments such as Education or Health & Social Care services. She is an auditor for several accredited certification bodies and a teacher and researcher at Porto Polytechnic, where she teaches Quality Management and Management Systems Assessment, at a Master degree with a standardization focused curriculum, and Coordinates the European project Q-Cert-VET, which developed a management system standard for Technology Enhanced Learning and a certification scheme based on it. She is an active member in national, European and international Technical Committees (TC), where she represents Portugal and the Portuguese Standardization Body (IPQ), such as:

Mr. Doede Bakker B.Sc. is Manager Regulation, Standardisation & Certification of Association FME-CWM, the Netherlands association of enterprises in the technological industry. He is an electrical engineer with experience in the electricity supply, electrical industry and product legislation and has 25 years experience in international standardisation. Mr Bakker was elected Board Member and Vice-President for CENELEC in June 2010 and started in January 2011.

Ms. Kayo Ito, Associate Professor of Chubu University, College of Business Administration and Information Science, Department of Management.
Experienced as expert of ISO/TC 207/SC 1(Environmental Management Systems) and former secretary of IEC/TC 3/SC 3C (Graphical Symbols for the use of equipment). Teaching standardization for undergraduate and MBA students, promotes student oriented education on standardization for kids and public through various environmental events of Japan.

Mr. Fabrizio Sacchetti joined European Commission's Directorate-General for Enterprise and Industry in July 2003. He is currently responsible for policy development and coordination regarding matters falling under the WTO Agreement on Technical Barriers to Trade (TBT) and represents the European Union at the meetings of the WTO TBT Committee in Geneva. His work also focuses on international trade negotiations and regulatory cooperation mechanisms in the TBT field as well as on international cooperation on product safety matters, and on toy safety in particular.
Its main geographical areas of expertise are North America and Asia.
Prior to assuming his current position, from July 2003 to September 2007 he worked on the management and development of EU technical harmonisation legislation based on the so-called New and Global Approach technique in the electrical and mechanical engineering and telecom equipment sectors and was also responsible for bilateral relations with China in those areas.
Before joining the European Commission, from August1997 to July 2003 he practised law in Brussels with Coudert Brothers LL.P, specialising in EU and international trade and customs law.
Mr. Sacchetti is a qualified lawyer, admitted to the Bologna Bar (Italy) in 1999. He holds a degree in law from the University of Bologna (Italy, 1995) and LL.M diplomas from the University of Nijmegen (the Netherlands, 1996) and the College of Europe in Bruges (Belgium, 1997).

Peter S. Unger is President & CEO of the American Association for Laboratory Accreditation (A2LA). A2LA is a nonprofit, membership organization administering the largest, internationally recognized laboratory accreditation system in the United States and one of the leading bodies in the world with over 2,300 accreditations.
He has been involved with national laboratory accreditation since 1978. Prior to attaining his current position in April 1996, Mr. Unger served as Vice President of the Association and prior to that, was Associate Manager of Laboratory Accreditation at the National Bureau of Standards.
Mr. Unger serves as Chair of the International Laboratory Accreditation Cooperation (ILAC) for 2010-2012.
Mr. Unger has a BS degree in systems engineering from Princeton University and a masters in environmental management from George Washington University.

Mr. Daniele Gerundino, Strategic Adviser to the ISO Secretary-General. Gerundino is a member of the ISO Central Secretariat top management team and has contributed to improving ISO's performance in many areas, such as: strategy development, identification of new fields of work in innovative areas, process optimization, ISO computerization and development of new services to support ISO members from developing countries. Since joining ISO in1998, Gerundino has been serving as Secretary of the ISO Council Standing Committee on Strategy.Prior to joining ISO in 1997, Mr Gerundino was co-founder and Managing Director of a privately owned company providing decision support and strategic planning services on the European market. Mr. Gerundino is Doctor in Physics from the University of Milano, Italy (Specialization and thesis in Quantum Field Theory).

Mr. Ivan Hendrikx, can look back at 32 years of experience in market surveillance, conformity assessment, testing, accreditation and standardisation, demonstrating extensive practice in policy development, planning and monitoring of market surveillance activities as well as coordinating market surveillance institutions. This includes transposition and implementation of the New Legislative Framework (764/2008, 765/2008, 768/2008) as well as New Approach directives, European market surveillance policy formulation related to planning of annual sampling, testing and monitoring of surveillance actions. Since 1992, Mr. Hendrikx had been working as Senior Management Adviser to market surveillance authorities and spent more than 13 years advising MS authorities in EU Member States. During his employment at CENELEC, Mr. Hendrikx held the position of Senior Policy Adviser, supporting the DG Enterprise contributing to the revision of the New Approach and drafting of the New Legislative Framework, in particular of the new horizontal legislation on market surveillance and accreditation EC regulation 765/2008/EC. In 2007 he was asked by UNECE WP6 Mars group to take convenership of the "General Market Surveillance Model" initiative. He has been contributing each year since then to the MARS group and to the UNECE WP6 general sessions in Geneva.

Alex Dali is President of G31000, a non-for-profit international association dedicated to raise awareness on risk management standards, such as ISO 31000. Holding a Msc in Chemical engineering, a degree in Business Administration and a post-master in Risk Management, he has worked and lived during the last 20 years in many countries with experience around the world on many aspects of risk management. He is known as an active owner/moderator of the ISO31000 LinkedIn group which has reached nearly 16000+ members. He is an invited professor in several universities and institutes, trainer for workshops and publishing books and articles.

Dr. Bilel Jamoussi is Chief of the Study Groups Department at the International Telecommunication Union Standardization Bureau in Geneva Switzerland where he is responsible for the organization and management of the ITU-T Study Groups, Focus Groups, Global Standardization Initiatives, Joint Coordination Activities, and their secretariat. Bilel is an IEEE Senior Member. He was elected to the IEEE Standards Association (IEEE-SA) Board of Governors (BOG) and the IEEE-SA Corporate Advisory Group (CAG). He served on the IEEE Standards Education Committee, the IEEE-SA Nominations and Appointments Committee, the IEEE-SA BOG International ad hoc, and the Technical Liaison from IEEE-SA to ITU-T and ITU-D. Bilel contributes to the innovation and advancement of technology in the ICT Field. He has 22 granted and filed US patents in diverse areas: packet, optical, wireless, and quality of service.
Bilel received a BS. ’89, MS. ’92, and PhD ’95 degrees in Computer Engineering from the Pennsylvania State University, USA.

Prof. Dr. Knut Blind studied economics, political science and psychology at Freiburg University. In the course of his studies he spent one year at Brock University (Canada), where he was awarded a BA. Finally, he took his Diploma in Economics and later his doctoral degree at Freiburg University. Between 1996 and 2010 he joined the Fraunhofer Institute for Systems and Innovation Research, Karlsruhe, Germany, as a senior researcher and at last as head of the Competence Center "Regulation and Innovation". In April 2006 Knut Blind was appointed Professor of Innovation Economics at the Faculty of Economics and Management at the Berlin University of Technology. Since May 2008 he holds also the endowed chair of standardisation at the Rotterdam School of Management of the Erasmus University. From April 2010 he is leading the new research group "Public Innovation" at the Fraunhofer Institute of Open Communication Systems in Berlin. Besides numerous articles on standardisation he published further contributions on intellectual property rights and further innovation aspects in refereed journals.

Prof. Galina Pankina is rector of the Academy for Standardisation, Metrology and Certification.  The Academy is the educational body of the Federal Agency for Technical regulation (Rosstandart) of the Russian Federation.
Galina Pankina graduated from Moscow Higher Technical College Technical University) named after N. Bauman. Since graduation she has been working for the Soviet and later on Russian system for Standardisation, Metrology and Certification. Galina Pankina is a PhD holder (Technical Science, 1987), Doctor of Science (Technical Science, 2002) and Professor.  In 2003 she was elected as the rector of the Academy for Standardisation, Metrology and Certification for the first time. She has been acting as the Head of the Department for Conformance Validation. Galina Paknina chairs TC 383 (National) “Certification of Experts”. She is a member of ISO TC 232 “Learning services for non-formal education and training”.

Mrs. Kvetoslava STEINLOVÁ is a civil servant of the Slovak Office of Standards, Metrology and Testing and Director of Department of European Affairs and Technical Standardization. Previously, she worked as a head of Standards and Marketing department for petrochemical products in the SLOVNAFT Company, Inc. She was also Project Leader of the EU Twinning Project on GLP in Turkey. Actually, among her duties is to draft the conception of the State policy in the field of standardization and take care for transfer the inter-ministerial interests in this field to Standardization Council and to control the expenditure devoted to it inclusive the participation on projects in the areas connected with it, mainly certification. She frames a background for the cooperation activities among ministries in the field of adoption of technical regulations in the areas that deserve particular protection, to set-up consultancy point of their compliance with single market´s directives. She is coordinator of the activities of MARS-Group (group of experts on market surveillance) which is working under umbrella of WP.6 UNECE since 2002. The work of this group is focused especially on the activities of market surveillance observed and examined from different view-points.
