The Secretariat approaches the problem of industrial restructuring from the following perspectives:  the transition from the centrally-planned to market-based industrial activities; and globalization.

The major objective of the activities that fall under industrial restructuring is to assist member States, especially the economies in transition, in their efforts to create an institutional environment conducive to the re-allocation of resources from old inefficient enterprises to those producers, who could employ them in the most efficient way, and, hence, ensure the sustainability of industrial activities within the existing constraints

Under the auspices  of the UNECE Working Party on Industry and Enterprise Development (WP. 8) the TOSIR has organized the following events:
